Job SummaryWe are seeking a highly experienced Billing Engineer with a minimum of 10 years of experience in Government Construction Projects. The candidate must possess extensive knowledge of CPWD/PWD specifications, contract conditions, measurement procedures, billing, reconciliation, and documentation. The role requires coordination with project teams, consultants, and government officials to ensure timely preparation and certification of bills.

• Key ResponsibilitiesBilling & DocumentationPreparation and submission of RA Bills, Final Bills, Supplementary Bills, and Escalation Bills.
• Preparation of Quantity Abstracts and Measurement Sheets.
• Verification of measurements as per drawings and site records.
• Preparation and maintenance of Measurement Books (MBs).
• Processing of payment claims and follow-up for certifications.
• Contract AdministrationThorough understanding of CPWD/PWD contract conditions.
• Handling deviations, extra items, substituted items, and rate analysis.
• Preparation of variation statements and claims.
• Monitoring contractual obligations and payment schedules.
• Quantity Verification & ReconciliationReconciliation of cement, steel, and other construction materials.
• Quantity reconciliation with BOQ and executed work.
• Preparation of monthly progress reports and billing reports.
• Coordination with site engineers for measurement verification.
• Client CoordinationLiaison with CPWD, PWD, Government Departments, Consultants, and Client Representatives.
• Attending billing meetings and resolving billing-related issues.
• Ensuring timely approval and certification of bills.
• MIS & ReportingPreparation of billing MIS reports.
• Tracking receivables and outstanding payments.
• Maintaining project billing records and documentation.
• Required QualificationsB.Tech / BE / Diploma in Civil Engineering.
• Minimum 10 years of billing experience in Government Construction Projects.
• Proven experience in CPWD, PWD, PSU, MES, Railways, or similar government projects.
• Strong knowledge of DSR, Analysis of Rates, BOQ, and Contract Management.
• Technical SkillsExpertise in CPWD/PWD Billing Procedures.
• Proficiency in MS Excel (Advanced).
• Knowledge of AutoCAD and quantity take-off.
• Familiarity with ERP and billing software.
• Strong understanding of project documentation and contract management.
• Key CompetenciesExcellent analytical and calculation skills.
• Strong communication and negotiation abilities.
• High attention to detail and accuracy.
• Ability to manage multiple projects simultaneously.
• Strong problem-solving and decision-making skills.
• Preference Will Be Given ToCandidates with experience in projects valued above ₹20 Crores.
