1) Central Planning & Integrated Master Scheduling

• Develop and own the Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) for multi-utility smart metering programs.
• Define WBS, activity sequencing, dependencies, critical path, and milestone baselines for:
  • Meter & modem procurement, QA/QC, dispatch
  • Field installation & commissioning (urban/rural)
  • Communication network readiness (RF/Cellular/Hybrid), SIM/APN readiness
  • HES/MDMS configuration, integrations (billing/CRM), data migration
  • UAT, go-live, stabilization, and performance tuning
• Ensure alignment between utility contract milestones, field capacity plans, and vendor commitments.

2) Project Controls, Progress Measurement & Earned Value

• Build robust project controls framework: baselines, change control, measurement rules, and reporting cadence.
• Track progress using EVM / SPI / CPI, planned vs. actual, and forecast to complete (ETC/EAC).
• Run weekly and monthly progress reviews with all stakeholders and drive corrective/preventive actions.

3) Governance, Reporting & Executive Dashboards

• Design a central governance model: stage gates, RAG status, escalation matrix, and meeting structure.
• Provide leadership with crisp insights through dashboards:
  • Installations/day, per team productivity, revisit rates
  • Meter-to-cash journey readiness (HES/MDMS/billing)
  • Comm success rate, data availability, read rates
  • Inventory health, transit losses/damages, aging
  • Utility approvals, RoW constraints, safety performance
• Ensure “single version of truth” across regions, EPCs, and vendors.

4) Risk, Issue, Dependency & Change Management

• Maintain and drive closure of RAID logs (Risks, Assumptions, Issues, Dependencies).
• Lead what-if simulations and re-baselining for major changes (scope/utility demand plan/vendor constraints).
• Own the change control process for schedule/cost impact and ensure stakeholder sign-off.

5) Resource & Capacity Planning (Field + Back-end)

• Define and optimize deployment capacity: crew sizing, productivity norms, route planning, and peak loads.
• Collaborate with execution teams to build micro-plans: ward/feeder-wise/DT-wise rollout plans.
• Plan readiness of HES/MDMS/billing integration resources with IT/OT teams.

6) Contractual Milestones & Utility Stakeholder Alignment

• Ensure compliance to contractual SLAs/milestones, LD exposure tracking, and mitigation plans.
• Coordinate with Utilities/DISCOMs for approvals: consumer indexing, meter change permissions, go-live readiness.

7) Vendor/Partner Coordination

• Drive synchronized planning with OEMs, logistics partners, installation agencies, system integrators, telecom partners.
• Track vendor deliverables: manufacturing schedules, FAT/SAT, dispatch plans, spares readiness, and RMA cycle.

8) Process Excellence & Digital PMO

• Institutionalize best practices, templates, SOPs, and PMO playbooks across projects.
• Implement / enhance project systems (e.g., MS Project / Primavera / Power BI / ERP integration).
• Lead continuous improvement initiatives to reduce cycle time, revisits, and slippages.

Qualification

• BE/B.Tech (Electrical/Electronics/Instrumentation/Mechanical) required
• MBA/PGDM (Operations/Project/Systems) preferred
• PMP/Prince2/MSP certification preferred

Experience Banding (Target)

• 20+ years total experience, with 8–12+ years in program planning / project controls / PMO leadership on large rollouts
• Exposure to utility / distribution / metering / telecom/network deployment programs strongly preferred
