Job Purpose: Head ASTI is responsible for the development, implementation, and oversight of comprehensive aviation security training as per regulatory framework that meet regulatory standards and industry best practices. The role ensures quality assurance in training delivery, manages budgetary resources effectively, optimizes staffing and materials, engages with stakeholders to align training initiatives with industry needs and integrates innovative technologies to enhance training effectiveness, while fostering a culture of continuous learning within the training team.
Program Development, Oversight and Strategy:
Understand the strategic objectives of the ASTI and support team in achieving the same.
Develop, implement, and oversee comprehensive aviation security training programs/ calendars in accordance with the NCASTP and other regulatory requirements.
Develop and design training materials, , including lesson plans, presentations, trainee reference books, and other prescribed documents as per the regulation and organizational guidelines.
Ensure all training programs are compliant with relevant aviation security regulations and align with best practices in the industry.
Regulatory Compliance and Coordination:
Coordinate with the Regulatory Authority (BCAS) for approval and validation of training programs.
Ensure all training activities adhere to the National Civil Aviation Security Training Programme (NCASTP) and BCAS guidelines.
Stay updated on BCAS AVSEC circulars and orders and implement changes in training programs as required.
Security Risk Management and Audit:
Conduct security risk assessments in consultation and recommend mitigation measures.
Conduct and Support internal audits of ASTI to ensure compliance with defined parameters and assist during external audits
Budget Management:
Develop and manage the annual budget( revenue and expenditure ) for the training institute, aligning financial resources with strategic goals and training initiatives.
Monitor expenditures against the budget, ensuring that spending remains within approved limits and identifying areas for potential cost savings.
Ensure submission of regulatory reports submission with BCAS and other regulatory bodies.
Ensure contact creation and issuance of Invoices and Payments by the stakeholders.
Continuous Improvement:
Identify gaps in existing training and develop new programs to address emerging security challenges and industry developments. Revise existing training programs to keep them aligned with updated regulations.
Regularly update training objectives, test materials, and course content to meet the evolving needs of aviation security, in line with NCASTP requirements.
Employ various instructional methods, including interactive sessions, multimedia presentations, practical demonstrations, and role-playing to enhance learning outcomes and engagement.
Resource Management:
Manage staffing needs for the Training Institute, including recruitment, training, and performance evaluations of trainers and support staff.
Optimize the utilization of training materials, budget, and facilities to achieve maximum efficiency and cost-effectiveness in program delivery.
Training Delivery Effectiveness:
Oversee the execution of training programs, ensuring they are delivered according to established standards and timelines.
Monitor the performance of trainers, providing constructive feedback and facilitating professional development opportunities to enhance their skills.
Conduct trainings as per the Standard Training Package and NCASTP
Subject Matter Expert in the Avsec regulations and procedures,
Stakeholder Engagement:
Engage with regulatory bodies, industry partners, and internal stakeholders to foster partnerships and ensure alignment with industry needs and expectations.
Establish feedback mechanisms to gather insights from stakeholders and incorporate their input into program development and improvements.
Digital Mindset:
Assess the impact of technology integration on the quality and outcomes of aviation security training, exploring innovative solutions to enhance training effectiveness.
Facilitate the adoption of relevant technological tools and platforms that support training delivery and participant engagement.
Reporting and Analytics:
Analyze data on training effectiveness, participant performance, and resource utilization.
Review reports for senior management on compliance audits, training program outcomes, challenges, and areas for improvement.
Team Leadership and Development:
Oversee the daily operations of the training team, ensuring that objectives are met and staff are motivated and engaged.
Encourage a culture of continuous learning by promoting knowledge sharing and collaboration among team members.

Educational Qualifications:
Bachelors degree or equivalent preferably in security field.
Certification in aviation security, aviation management a related field is preferred.
Certification:
BCAS certified - Avsec Instructor with 05 years of instructional proactive.
BCAS Certified Auditor preferred
Work Experience:
12+ years of experience in international and local aviation security regulations, standards, and best practices
Proven track record in designing, developing, and implementing effective aviation security training curricula.
In-depth knowledge of international and local aviation security regulations, standards, and best practices is important.
