Job Description

Role of Planning Engineer

A Planning Engineer is responsible for time, cost, and resource planning, ensuring that a project is completed on schedule, within budget, and as per contract conditions. In EPC, CPWD, NHAI, or large infrastructure works, this role is critical for claims, cash flow, and management control. Knowledge of Primavera 6, MS Project, S Curve Must.


1. Project Planning & Scheduling

• Prepare baseline project schedule (Master Programme) using Primavera P6 / MS Project

• Develop WBS (Work Breakdown Structure) as per BOQ and drawings

• Prepare monthly, weekly, and look-ahead schedules

• Sequence activities logically considering site constraints

• Update schedules regularly and track planned vs actual progress



2. Progress Monitoring & Reporting

• Monitor physical progress against approved programme

• Prepare daily / weekly / monthly progress reports

• Track critical path activities

• Highlight delays, slippages, and bottlenecks to management

• Prepare S-curve (Planned vs Actual)



3. Resource Planning & Productivity Control

• Plan and optimize:

• Manpower

• Machinery & equipment

• Materials

• Monitor resource productivity norms

• Identify under-utilization or shortages

• Coordinate with execution team for corrective action



4. Cost & Cash Flow Planning (With Billing Team)

• Prepare cash flow projections

• Link BOQ quantities with schedule (time-cost integration)

• Support monthly billing targets

• Assist in cost control and forecasting



5. Delay Analysis & Claims Support

• Identify excusable / non-excusable delays

• Maintain delay logs and hindrance records

• Prepare EOT (Extension of Time) justification

• Support claims for prolongation, idle resources, escalation

• Conduct impact analysis for variations and extra items


This is extremely important in CPWD, NHAI, PWD, Railways contracts.



6. Coordination & Communication

• Coordinate with:

• Project Manager / DGM Projects

• Site Engineers & QA/QC

• Billing & Accounts

• Stores & Procurement

• Participate in review meetings

• Submit planning inputs to client / PMC



7. Documentation & Contract Compliance

• Maintain:

• Approved baseline programme

• Revised programmes

• Delay analysis records

• Correspondence related to time impact

• Ensure compliance with contract milestones



8. Software & Tools Used

• Primavera P6 / MS Project

• Excel (advanced level)

• Power BI (in some organizations)

• AutoCAD (basic for understanding drawings)



Reporting Structure

• Reports to: Project Manager / Planning Head

• Works closely with: Billing Engineer, Site Engineers, QA/QC

• Schedule adherence (%)

• Timely identification of delays
