Responsibilities

Job Description – Central PMO Governance Lead

Role Overview

The Central PMO Governance Lead is responsible for establishing and operating a centralized governance framework across 50+ large, independent programs within the organization. The role focuses on defining standards, enforcing governance, monitoring adherence, and providing executive visibility, without direct involvement in day-to-day delivery of individual programs.

Key Responsibilities

1. Central Governance Setup

  • Design and implement the enterprise PMO governance model covering structure, decision forums, escalation paths, and reporting cadence.
  • Define standardized processes, policies, and controls applicable across all programs.
  • Establish program lifecycle governance from initiation to closure.

2. Frameworks, Templates, and Standards

  • Develop and roll out common templates, toolkits, and playbooks, including:
  • Business case and charter templates
  • Planning and scheduling standards
  • Risk, issue, and dependency management formats
  • Status reporting and dashboards
  • Change control and benefits tracking mechanisms
  • Ensure consistent adoption across all programs.

3. KPI Definition and Performance Monitoring

  • Define enterprise-level KPIs and health metrics for program governance, such as:
  • Schedule, cost, and scope adherence
  • Risk exposure and mitigation effectiveness
  • Decision turnaround time
  • Benefits realization tracking
  • Build and maintain central dashboards and executive reports providing portfolio-level visibility.

4. Compliance, Assurance, and Escalation

  • Monitor program adherence to governance standards through periodic reviews and audits.
  • Identify non-compliance, risks, and delivery concerns, and escalate appropriately.
  • Provide objective, independent assurance to senior leadership on overall program health.

5. Stakeholder and Leadership Engagement

  • Operate central governance forums and steering committees.
  • Enable fact-based decision making through consolidated reporting and insights.
  • Act as the single point of coordination for governance across business and technology programs.

6. Continuous Improvement

  • Track governance effectiveness and drive maturity improvements in PMO practices.
  • Benchmark against industry best practices and introduce enhancements.
  • Support capability building across program teams on governance expectations.

Scope Boundaries

  • Will not manage execution of individual programs or projects.
  • Will not replace program managers, but will ensure governance compliance and transparency.
  • Operates at a portfolio and enterprise governance level.

Required Experience

  • 12–18+ years of experience in program management, enterprise PMO, or transformation governance.
  • Proven track record of setting up central PMO or governance offices for large, complex portfolios.
  • Experience overseeing multiple parallel programs (30–50+) across business and technology domains.
  • Strong understanding of PM methodologies, risk management, financial tracking, and benefits realization.
  • Experience working with CXO-level stakeholders and steering committees.
