Billing Engineer (Government Construction Projects – Building & Road Works)

The Billing Engineer will be responsible for estimation, billing, quantity surveying, and contractual coordination for government construction projects. The role involves preparation of RA bills, quantity take-offs, rate analysis, and handling of departmental queries, ensuring compliance with CPWD/IS codes, BOQ, and contract conditions.

Key Responsibilities:

1. Estimation & Quantity Surveying

Preparation of detailed quantity take-offs from drawings (RCC, finishing, road works, services, etc.)

Preparation of cost estimates and BOQ verification

Rate analysis as per CPWD DSR / Market Rates

Reconciliation of quantities with BOQ and execution drawings

2. Billing & Measurement

Preparation and submission of Running Account (RA) Bills & Final Bills

Recording and verification of measurements (MB entries)

Preparation of client billing with proper abstracts and supporting documents

Tracking of certified vs executed quantities

3. Planning & Site Coordination

Coordination with site engineers for daily progress and measurement tracking

Ensuring execution is as per approved drawings and specifications

Monitoring material consumption and reconciliation statements (steel, cement, etc.)

Supporting site team in resolving execution-related technical issues

4. Contractual & Documentation Work

Interpretation of contract clauses (GCC/SCC/LOA/Agreement)

Preparation of:

Variation/Deviation Statements

Extra Item Rate Analysis

EOT (Extension of Time) supporting documents

Claims for delay, idling, escalation

Maintaining proper documentation for audit and client verification

5. Handling Departmental Queries

Drafting replies to client/consultant observations and notices

Handling billing-related discrepancies, deductions, and recoveries

Coordination with client representatives for bill certification and approvals

Preparing compliance reports for quality and technical observations

6. MIS & Reporting

Preparation of:

Monthly billing status reports

Work progress vs billing reports

Cash flow and billing projections

Maintaining billing records for multiple projects

Required Skills & Knowledge:

Strong knowledge of:

CPWD DSR / State PWD Schedule of Rates

IS Codes (IS 456, etc.)

Government billing procedures

Proficiency in:

AutoCAD (for quantity take-off)

MS Excel (advanced)

Billing/ERP software (preferred)

Good understanding of:

RCC, finishing, and road works execution

Contract management and documentation

Key Competencies:

Strong analytical and numerical skills

Attention to detail (audit-safe documentation mindset)

Good drafting skills (letters, replies, claims)

Ability to handle multiple projects simultaneously

Coordination and communication with site & client teams

Preferred Background:

Experience in projects with:

TCIL / RITES / NPCC/ NBCC / CPWD

Exposure to:

Institutional buildings (schools, hostels, campuses)

Road works (internal roads, CC roads, approach roads)
