1. Evolve a system approach for undertaking a safety audit of the Project during construction phase. 
2. Proof check the detailed safety plan covering all aspects of including safety of Users, workers and 
equipment. 
3. Safety consultants should have minimum 10 years of experience in ensuring safety at work site. 
4. Duration of the project is 24 months.
5. A safety consultant or SHE must be knowledgeable about safety issues in a wide variety of work 
environments. 
6. Obtaining approvals wherever necessary from client & Railway safety Commissioner. 
7. The Consultant should make necessary arrangement for safety of any persons or Users and 
vehicles on or about the Site during the construction of the Project or a section thereof in 
accordance with Good Industry Practice, and Applicable Laws. It shall provide, erect and maintain all 
such barricades, signs, markings, flags, and lights as may be required by Good Industry Practice for 
the safety of the traffic using any public roads or access along or across the Project Site under 
construction. 
8. In the event any construction work is required to be executed in close proximity of an existing 
operating system of Railways, the safety consultant shall make arrangements for the safety of such 
system in accordance with the provisions of the ‘Compendium of Instructions on Safety at work Sites’ 
issued by the Client and Good Industry Practice. 
9. Certain works, which are executed in the vicinity of running track, may require prior sanction of 
Commissioner of Railway Safety (CRS) before execution of such works are taken up by the Safety 
Consultant in coordination with the client .The Consultant shall be responsible to prepare and submit 
applications to Authority Engineer at least 60 (sixty) days in advance of commencing a work that 
requires prior sanction of CRS. 
10. All safety precautions (SOP, Safety plans, Measures) where ever necessary shall be provided by 
the safety consultant. 
11. Consultant should provide traffic management and safety plan covering safety of users & workers 
before commencement of work. 
12. Safety should be ensured while executing work over Railway tracks or Railway asset to Safeguard 
passenger &train movement according to Railway Board Guidelines. 
13. Methodology regarding safety precaution for basement excavation work for safety of existing 
structure, earth, TRD portals etc adequate safety measures like micro-piling, sheet piling or any other 
appropriate modern technology shall adopted as approved by AE. The detailed methodology shall be 
worked out by the contractor before execution of work. 
14. Methodology regarding safety precaution for launching, placement works for Air concourse, 
through roofing shall be carried out by taking adequate safety measures for ensuring safe train 
movement and passenger movement. This work should be carried out in presence of Railway official 
during blocks. 
15. Methodology regarding safety precautions for dismantling work – While taking up the 
dismantling work, its repercussion should not be on nearby existing structures. The detailed 
methodology shall be worked out by the contractor before execution of work. 
16. Methodology regarding safety precaution for electrifying area – Safety precaution should be 
taken while carrying out any working electrified territory/near OHE wire according to Railway board 
guidelines. 
17. The consultant safety officer should be available at site office daily. 
18. All equipment’s, Documentations should be maintained & submit to client. 
19. Pre task plans, measures of work method statements which must also meet environmental 
guidelines, prepare the risk assessments. 
20. Hazards identifications and observation points daily should be submitted to the client on daily 
basis. 
21. Internal safety audits should be conducted monthly twice and agenda points in review meeting 
should be prepared in MOM. 
22. All formats of work permits and checklist will be maintained on daily basis. 
23. Arrangements, corrective action emergency preparedness plan of Mock drills. 
24. Excavation works safety precautions. 
25. Vendor's OHSE Plan. 
26. Waste management plan. 
27. Site Logistics Plan should be provided. 
28. Sign off responsibility matrix, penalty classes, gate & waste management. 
29. Safety organization Chart should be maintained. 
30. Form work engineer's test certificate should be submitted for Scaffolding/Mobile scaffolding.
31. Hospital Tie up Letter for emergency treatment (MoU Format only)
