Civil Engineer

We are seeking a meticulous and experienced Billing Engineer to manage the end-to-end billing process for our high-value government tenders. The ideal candidate will have a solid background in the building line and a proven track record of successfully processing bills with departments like the Rajasthan Housing Board (RHB), Medical & Health (NHM), PWD, and other state bodies.

Key Responsibilities

• Measurement & Documentation: Taking accurate on-site measurements and maintaining Measurement Books (MB) as per government norms.

• Bill Preparation: Preparing Running Account (RA) bills and Final Bills in accordance with the Schedule of Rates (SOR) and contract terms.

• Liaisoning: Coordinating with Junior Engineers (JEN), Assistant Engineers (AEN), and Executive Engineers (XEN) for site inspections, measurement verification, and bill approvals.

• Rate Analysis: Performing extra item analysis and preparing justified rate reports for any deviations from the original tender.

• Reconciliation: Handling material reconciliation (Cement, Steel, etc.) and ensuring no wastage beyond permissible limits.

• Compliance: Ensuring all quality test reports and necessary department clearances are attached to the bills for smooth payment processing.

Required Skills & Qualifications

• Education: B.Tech/BE in Civil Engineering or Diploma in Civil Engineering.

• Experience: Minimum 3 years in the Building Construction sector with specific experience in Government Billing.

• Technical Knowledge: Deep understanding of Rajasthan PWD/RHB SOR (Schedule of Rates) and tender specifications.

• Software: Proficiency in MS Excel (Advanced) and AutoCAD. Familiarity with ERP software is a plus.

• Communication: Strong negotiation and professional communication skills for dealing with department officials.
