Deputy Manager - Projects (PNG)

Responsibilities

PNG Projects Lead - O5

Strategic Planning and Oversight:

  • Develop and implement comprehensive strategic plans for 33 pipeline projects, ensuring they are fully aligned with the overarching organizational goals and adhere strictly to all relevant regulatory requirements.
  • Oversee the complete project lifecycle, from initial planning stages through to the operational handover, ensuring all projects are delivered on time and within the allocated budget.
  • Establish clear project milestones and performance indicators to rigorously monitor progress, ensuring that all project objectives are consistently met and any deviations are promptly addressed.
  • Lead the development of detailed project scopes, well-defined objectives, and key deliverables in close collaboration with senior management and key stakeholders, ensuring clarity and consensus from the outset.
  • Ensure strict compliance with health, safety, and environmental standards throughout all phases of the project lifecycle, implementing best practices to mitigate risks and ensure a safe working environment.
  • Conduct regular and thorough project reviews and risk assessments, identifying potential issues early and implementing effective corrective actions to keep the project on track.

Project Management and Execution:

  • Coordinate and manage all phases of pipeline construction projects, including horizontal drilling, boring, and open-cut techniques, ensuring each phase is executed to the highest standards.
  • Ensure the preparation and approval of detailed project plans, schedules, and budgets, setting clear expectations and providing a roadmap for successful project execution.
  • Oversee procurement processes for all materials, equipment, and services, ensuring they meet cost-effectiveness and quality standards while supporting project timelines.
  • Monitor construction activities closely to ensure they adhere to design specifications, quality standards, and safety protocols, addressing any issues that arise promptly.
  • Liaise with contractors, suppliers, and external stakeholders regularly to ensure smooth and efficient project execution, addressing any concerns and maintaining strong working relationships.
  • Implement project management best practices and methodologies to enhance efficiency and effectiveness in project delivery, continuously seeking ways to improve processes and outcomes.

Stakeholder Engagement and Communication:

  • Serve as the primary point of contact for all internal and external stakeholders regarding project status, issues, and updates, ensuring clear and transparent communication throughout the project lifecycle.
  • Prepare and present regular project reports and updates to senior management and other stakeholders, providing clear insights into project progress, challenges, and next steps.
  • Coordinate with regulatory bodies and authorities to ensure full compliance with all legal and regulatory requirements, proactively addressing any issues that arise.
  • Build and maintain strong relationships with key stakeholders, including clients, contractors, and community representatives, ensuring their needs and concerns are addressed promptly and effectively.
  • Facilitate stakeholder meetings and consultations to gather input, address concerns, and ensure alignment on project objectives and timelines.
  • Ensure transparent and effective communication throughout the project lifecycle, keeping all stakeholders informed and engaged.

Financial Management and Reporting:

  • Develop and manage project budgets, ensuring strict cost control and financial performance, and proactively addressing any variances or financial risks.
  • Monitor and report on project financials regularly, including expenditures, forecasts, and variances, providing clear and accurate financial insights to senior management.
  • Identify and implement cost-saving measures without compromising on quality or safety, ensuring projects are delivered within budget constraints.
  • Prepare detailed financial reports and analyses for senior management review, providing clear insights into financial performance and any potential issues.
  • Ensure accurate and timely invoicing, billing, and financial reconciliation for all project activities, maintaining strong financial controls and oversight.
  • Manage contract negotiations with vendors and contractors, ensuring compliance with all contractual obligations and maintaining strong working relationships.

Team Leadership and Development:

  • Lead, mentor, and manage a diverse team of project managers, engineers, and construction professionals, providing clear direction and support to achieve project goals and foster professional growth.
  • Foster a collaborative and high-performance culture within the team, encouraging innovation, continuous improvement, and a proactive approach to problem-solving.
  • Conduct regular performance evaluations, providing constructive feedback and identifying opportunities for professional development and career advancement for team members.
  • Efficiently allocate resources across projects to ensure optimal team utilization and workload balance, preventing burnout and maintaining high levels of productivity.
  • Facilitate regular team meetings and establish effective communication channels to ensure alignment on project goals, timelines, and any issues that arise.
  • Resolve conflicts and issues within the team promptly and effectively, maintaining a positive and productive work environment that supports team morale and cohesion.

Quality Assurance and Continuous Improvement:

  • Implement robust quality management systems and processes to ensure high standards in all aspects of project delivery, from planning to execution.
  • Conduct regular quality audits and inspections to identify areas for improvement, ensuring all projects meet or exceed quality standards.
  • Promote a culture of continuous improvement by encouraging feedback, learning from past projects, and implementing best practices.
  • Develop and implement corrective actions to address any quality issues or non-conformities, ensuring they are resolved promptly and effectively.
  • Benchmark project performance against industry standards and best practices, continuously seeking ways to improve efficiency and effectiveness.
  • Foster innovation and the adoption of new technologies and methodologies to enhance project outcomes, staying abreast of industry trends and advancements.

Qualifications

Educational Qualification:

Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related field.

Preferred: Master’s degree in Project Management, Engineering Management, or a related advanced degree.

Work Experience:

6+ years of experience in pipeline construction project management, specifically with mild steel pipelines.

Proven experience in managing large-scale infrastructure projects from inception to completion.

Preferred Industry:

Experience in the gas distribution, oil and energy, or utilities sectors with extensive knowledge of pipeline construction, including horizontal drilling, boring, and open-cut techniques.

Experience in a senior leadership role with a focus on strategic planning, team leadership, and stakeholder management.
