Job Description
Job Description – GeM Tender Manager
We are seeking an experienced GeM Tender Manager with a minimum of 2 years of hands-on experience in handling end-to-end tendering activities on the Government e-Marketplace (GeM) portal. The candidate will be responsible for complete management of GeM bids including BOQs, custom bids and reverse auctions, right from bid creation to final submission in line with technical, commercial and statutory requirements. The role involves detailed study of bid documents such as TQ, ATC and STC to ensure 100% compliance, preparation of compliance statements, and coordination with OEMs and suppliers for catalogues, test certificates and declarations. The GeM Tender Manager will also be responsible for price research and benchmarking by liaising with manufacturers and suppliers, obtaining competitive quotations, analysing market trends, and finalising cost structures to ensure optimal pricing and healthy margins. Additional responsibilities include costing, margin analysis, formulation of L1/L2 and reverse auction strategies, monitoring competitor behaviour, price revisions and GST structuring. Post-bid duties include handling buyer clarifications and TCQ/CCQ responses, tracking bid awards, managing purchase orders, performance bank guarantees, security deposits, invoicing, and coordinating with logistics and accounts teams for timely dispatch and payment follow-up. The role further requires maintaining tender trackers and MIS reports, analysing bid success rates, and identifying improvement areas. The ideal candidate should have strong knowledge of GeM workflows and reverse auction logic, sound understanding of GST and commercial terms, good command over Excel for pricing and reporting, the ability to work independently under strict deadlines, and effective communication skills for dealing with buyers, manufacturers, suppliers, and internal stakeholders.
