Job Title: Government Sales Executive / Senior Executive – ELV & Electronics (Tenders, Railways & Public Sector Projects)

Location: Kolkata

Job SummaryWe are seeking a highly structured and compliance-driven Government Sales Professional with hands-on experience in public sector tenders, Railways, Metro, Defence, PSU and large institutional projects in the ELV & Electronics domain.

The role focuses on end-to-end tender lifecycle management — from opportunity identification and pre-bid engagement to technical-commercial submission, compliance management, coordination during execution, and final billing.

The ideal candidate must have prior experience dealing with Government departments, EPC contractors, consultants, and public procurement portals, and should be comfortable working within structured documentation, technical specifications, BOQs, EMD/BG requirements, and milestone-based billing systems.

  • Key Responsibilities

1. Tender Identification & Pre-Sales StrategyIdentify relevant tenders through:

  • GeM Portal
  • CPPP (Central Public Procurement Portal)
  • Railways & Metro portals
  • State Government e-procurement portals
  • Track upcoming projects in:
  • Indian Railways
  • Metro Rail projects
  • Airports
  • Smart City projects
  • Government hospitals & institutions
  • Defence & PSU projects
  • Study tender documents (NIT, BOQ, Technical Specs, PQ Criteria)
  • Evaluate eligibility (turnover, OEM authorization, past project criteria, certifications)
  • Coordinate with OEM partners for MAFs, technical datasheets, compliance sheets

2. Government & Institutional Relationship ManagementBuild and maintain relationships with:

  • Government departments & procurement officers
  • Railway engineers & signalling/telecom departments
  • Public sector undertakings (PSUs)
  • EPC contractors & system integrators
  • Government-approved consultants

Attend:

  • Pre-bid meetings
  • Technical clarification meetings
  • Site inspections

Maintain a professional, compliance-oriented approach aligned with public procurement norms.

3. Technical & Commercial Tender SubmissionPrepare complete tender documentation including:

  • Technical compliance statements
  • BOQ pricing
  • Deviation statements
  • EMD/BG coordination
  • Experience & credential documentation
  • Ensure strict adherence to tender timelines and formats
  • Upload bids on relevant portals without errors
  • Handle reverse auctions (if applicable)
  • Maintain margin discipline while staying competitive

4. ELV & Electronics Solution Selling (Government Projects)Propose and support technical solutions covering:

  • CCTV & Surveillance Systems
  • Public Address & Voice Evacuation Systems
  • Access Control & Biometric Systems
  • Structured Cabling & OFC Networks
  • Command & Control Rooms
  • Video Walls & Displays
  • Networking Infrastructure
  • Fire Alarm & Safety Systems
  • Integrated ELV Systems for Railways & Institutional Buildings

Understand and interpret:

  • Government technical specifications
  • RDSO standards (where applicable)
  • CPWD & PWD norms
  • Security compliance standards

5. Project Coordination & Execution SupportCoordinate with technical, execution, and accounts teams post award

  • Assist in:
  • Performance Bank Guarantee submissions
  • Agreement signing
  • Material approvals
  • Inspection documentation
  • Ensure milestone-based billing submissions as per contract
  • Follow up on RA bills, final bills & payment releases
  • Support in documentation for audits and compliance checks

6. Documentation & Compliance ManagementMaintain updated documentation library:

  • Company registrations
  • GST, PAN, MSME, ISO certificates
  • Turnover certificates
  • Past project completion certificates
  • Track validity of:
  • OEM authorizations
  • Bank guarantees
  • Digital signatures
  • Ensure zero compliance errors in submissions
  • Required Skills & QualificationsMandatory Experience3–7 years of experience in Government / PSU / Railways / Metro project sales
  • Hands-on experience in:
  • Tender reading and interpretation
  • Online bid submission
  • Reverse auctions
  • Prior exposure to ELV, surveillance, networking, or electronic systems projects
  • EducationGraduate / Diploma
  • Engineering (Electrical / Electronics / Telecom) preferred
