Job Description: Senior Manager - Contracts Management

Position Overview

JLL Project and Development Services (PDS) Mumbai is seeking a Senior Manager - Contracts Management to lead comprehensive contract administration for large-scale data center, commercial, and mixed-use greenfield development projects. This senior role requires an accomplished contracts professional who will manage complex contractual relationships, risk mitigation, and commercial negotiations across JLL's most strategic and high-value project engagements.

Key Responsibilities

Strategic Contract Management Lead end-to-end contract management for greenfield projects including hyperscale data centers, commercial office complexes, mixed-use developments, and integrated townships. Develop and implement contract strategies aligned with project objectives, risk profiles, and client requirements while ensuring optimal commercial outcomes and legal compliance across all contractual arrangements.

Contract Development & Negotiation Draft, review, and negotiate complex construction contracts including EPC agreements, design-build contracts, management contracting arrangements, and specialty trade packages. Lead commercial negotiations with contractors, consultants, suppliers, and service providers while balancing risk allocation, performance requirements, and cost optimization. Manage contract modifications, extensions, and amendments throughout project lifecycles.

Risk Management & Compliance Establish comprehensive risk management frameworks encompassing contractual risk identification, mitigation strategies, and contingency planning. Ensure compliance with regulatory requirements, industry standards, and JLL's internal policies across all contractual engagements. Monitor contractor performance, financial stability, and delivery capability while implementing proactive risk mitigation measures.

Claims & Dispute Management Manage complex claims administration including extension of time requests, variation orders, cost escalations, and performance disputes. Lead dispute resolution processes through negotiation, mediation, and formal proceedings while protecting JLL's commercial interests and client relationships. Maintain comprehensive claims documentation and coordinate with legal counsel on contentious matters.

Commercial & Financial Management Oversee contract financial administration including payment certifications, retention management, performance bond administration, and final account settlements. Manage change order processes, cost variation approvals, and budget impact assessments. Coordinate with project finance teams to ensure contractual alignment with funding requirements and cash flow projections.

Vendor & Partner Management Develop and maintain strategic relationships with key contractors, consultants, and suppliers across the data center and commercial construction ecosystem. Lead vendor prequalification processes, performance evaluations, and relationship management initiatives. Establish preferred vendor frameworks and master service agreements to optimize procurement efficiency and contract terms.

Team Leadership & Development Lead and mentor a team of contracts professionals including contract managers, commercial analysts, and administrative support staff. Drive professional development initiatives, establish performance standards, and implement best practices across the contracts management function. Foster collaborative relationships with project management, legal, finance, and client service teams.

Process Improvement & Innovation Implement advanced contract management systems, digital documentation platforms, and automated workflow processes to enhance efficiency and accuracy. Establish standardized contract templates, approval processes, and performance metrics. Drive continuous improvement initiatives based on project learnings and industry best practices.

Required Qualifications

Education & Professional Background Bachelor's degree in Civil Engineering, Construction Management, or related field. Advanced degree or professional certifications in contract management preferred. Minimum 15 years of progressive experience in construction contracts management with at least 10 years focused on large-scale infrastructure, data center, or commercial development projects.

Project Portfolio Experience Proven track record managing contracts. Specific experience with data center construction, commercial office developments, mixed-use projects, and greenfield infrastructure development. Understanding of hyperscale data center requirements and mission-critical construction standards.

Contractual Expertise Comprehensive knowledge of construction contract forms including FIDIC, JCT, Indian standard contracts, and bespoke project agreements. Extensive experience with EPC contracts, design-build arrangements, construction management agreements, and specialty trade contracts. Deep understanding of contract law, risk allocation principles, and commercial negotiation strategies.

Technical Knowledge Strong understanding of data center construction including mechanical systems, electrical infrastructure, fire protection, security systems, and commissioning requirements. Knowledge of commercial construction methodologies, building systems, and regulatory compliance frameworks. Familiarity with sustainable construction practices and green building certification processes.

Legal & Regulatory Familiarity Understanding of Indian contract law, arbitration procedures, construction regulations, and dispute resolution mechanisms. Knowledge of data center regulatory requirements, environmental compliance, and safety standards. Experience with international contracts and cross-border project structuring preferred.

Specialized Skills

Claims & Dispute Resolution Extensive experience managing complex construction claims, delay analysis, cost impact assessments, and dispute resolution processes. Proven ability to negotiate favorable settlements while maintaining contractor relationships and project continuity.

Financial & Commercial Acumen Strong financial analysis capabilities including cost-benefit evaluation, risk quantification, and commercial impact assessment. Experience with project finance structures, funding arrangements, and banking requirements for large-scale developments.

Stakeholder Management Exceptional communication and negotiation skills with ability to engage effectively with senior executives, legal counsel, regulatory authorities, and contractor leadership teams. Experience managing complex multi-party contractual relationships and joint venture arrangements.

Technology & Systems Proficiency with contract management platforms, document control systems, and project management software. Experience with digital contracting tools, electronic signature platforms, and automated workflow systems.
