Job Description

We are seeking a highly skilled and detail-oriented Billing Engineer- Civil Construction to manage project scheduling, cost control, and billing processes for construction projects. The ideal candidate will have a strong background in project planning, quantity surveying, and contractor billing, with a proven ability to ensure timely and accurate project execution.

Key Responsibilities

• Project Analysis & Documentation
• Study BOQ (Bill of Quantity), BBS, and specifications as per drawings.
• Extract quantities from drawings and prepare bills accordingly.
• Project Scheduling & Milestones
• Identify and define project milestones.
• Develop detailed micro-schedules for work packages.
• Monitor and track project schedules to ensure timely progress.
• Prepare and manage project cash flow projections.
• Procurement & Logistics
• Prepare and track delivery schedules for long-lead items.
• Delay Management
• Develop and implement mitigation schedules to address project delays.
• Quantity Surveying & Measurements
• Prepare measurement sheets based on onsite data and drawings.
• Verify on-site measurements against GFC (Good for Construction) drawings.
• Contractor Billing & Verification
• Verify contractor bills as per the DPR (Detailed Project Report).
• Conduct arithmetic and technical checks on all bills, including Civil, Carpentry, Aluminium, Finishing, Interior, Infrastructure, Plumbing, Firefighting, Electrical, and other works.
• Adjust advances on a pro-rata basis as per contract terms and maintain accurate records.
• Billing & Certification
• Prepare and process contractor and consultant bills.
• Certify RA (Running Account) bills for submission to clients.
• Ensure compliance with IS Codes for measurement standards.

• Reconciliation & Compliance
• Reconcile contractor bills and free-issue materials provided by the client.
• Monitor material consumption and wastage and ensure recovery for excess usage.
• Issue debit notes for rework or faulty work as per site recommendations.
• Variation & Claims Management
• Identify and document extra items or amendments in work orders.
• Analyse and resolve variation claim from contractors and vendors.
• Reporting & Documentation
• Prepare weekly and monthly cost reports.
• Provide billing-related information and documentation to clients as required.

Qualifications & Skills

• Bachelor’s degree in civil engineering or a related field.
• Minimum of 3 years of relevant experience in project planning, billing, and cost control.
• Strong knowledge of IS Codes and measurement standards.
• Proficiency in MS Office and project management software.
• Excellent analytical and problem-solving skills.
• Strong attention to detail and ability to work under deadlines.
• Effective communication and coordination skills.
