About the Role
We are seeking a highly organized and proactive Tender Specialist and Government Liaison Officer to join our dynamic team in Malviya Nagar, New Delhi. This role is pivotal in managing the end-to-end tendering process and fostering strong relationships with government bodies and public sector organizations. The ideal candidate will have a keen eye for detail, excellent communication skills, and the ability to navigate complex regulatory environments while ensuring compliance with tender requirements and government protocols.
Key Responsibilities
Tender Management:
- Identify, screen, and evaluate suitable tender opportunities on platforms such as GeM, EPROC, IREPS, and other government e-procurement portals.
- Prepare, organize, and submit tender documents (general, technical, and commercial) in compliance with specified guidelines, both online and offline.
- Attend pre-bid meetings, tender openings, and clarification sessions as required.
- Manage and track bid securities, performance bank guarantees, and demand drafts, ensuring timely submission and retrieval.
- Coordinate with internal teams to gather necessary documentation and ensure timely tender submissions.
Government Liaison:
- Build and maintain strong relationships with government departments, PSUs, and corporate entities for vendor registrations, approvals, and renewals.
- Act as the primary point of contact for government officials, facilitating smooth communication and resolving queries.
- Ensure compliance with government regulations, policies, and procedures during tender participation and project execution.
- Represent the organization in meetings with government stakeholders to negotiate terms and secure approvals.
Documentation and Reporting:
- Maintain accurate records of all tender-related activities, including submissions, correspondence, and outcomes.
- Prepare offers and proposals for government and private institutions based on tender requirements.
- Provide regular updates and reports on tender status, government interactions, and liaison activities to management.
Process Improvement:
- Identify opportunities to streamline tendering and liaison processes for efficiency and effectiveness.
- Stay updated on changes in government procurement policies, tendering guidelines, and e-procurement platforms.
- Qualifications and Skills
Education: Bachelor’s degree in Business Administration, Commerce, Engineering, or a related field. A postgraduate degree or diploma in a relevant discipline is a plus.
Experience: Minimum of 3–5 years of experience in tender management, government liaison, or a similar role, preferably in Delhi or the NCR region.
Technical Skills:
- Proficiency in managing government e-procurement portals (e.g., GeM, EPROC, IREPS).
- Strong knowledge of tender documentation, bid preparation, and bank guarantee processes.
- Advanced proficiency in MS Office Suite (Word, Excel, Outlook) for documentation and reporting.
- Knowledge of using CRM.
Soft Skills:
- Exceptional organizational and time-management skills to handle multiple tenders and deadlines.
- Strong interpersonal and communication skills to liaise with government officials and internal stakeholders.
- Analytical mindset with attention to detail to ensure compliance and accuracy in documentation.
- Proactive, self-motivated, and able to work independently or collaboratively.
Additional Requirements:
- Willingness to travel within Delhi/NCR and occasionally to other regions for meetings or tender-related activities.
- Familiarity with government procurement processes and regulations in India.
