Job Description
- Civil Engineer (Billing, Estimation & Execution)1. Planning & ExecutionStudy drawings, BOQ, specifications, and tender documents in detail.
- Plan day-to-day site activities as per approved drawings and construction schedule.
- Supervise execution of civil works ensuring quality, safety, and adherence to specifications.
- Coordinate with site supervisors, contractors, vendors, and consultants.
- Ensure timely completion of works as per contract milestones.
- 2. Quantity Surveying & MeasurementTake accurate site measurements jointly with client/department representatives.
- Maintain Measurement Books (MB), RA bills, and final bill quantities.
- Verify contractor bills with actual site execution.
- Prepare abstract sheets and quantity reconciliation statements.
- Control excess / deviation quantities and report variations.
- 3. Billing ResponsibilitiesPrepare Running Account (RA) Bills, Final Bills, and reconciliation statements.
- Ensure billing is as per contract conditions, BOQ rates, and approved extra items.
- Coordinate with accounts department for bill submission and payment follow-ups.
- Check GST applicability, deductions (TDS, retention money, labour cess, royalty, RCM, etc.).
- Prepare client-wise and project-wise billing summaries.
- 4. Estimation & CostingPrepare detailed estimates, rate analysis, and cost sheets for tenders and extra items.
- Conduct quantity take-offs from drawings.
- Assist in tender preparation, bid comparison, and feasibility analysis.
- Analyze BOQ rates against market rates and optimize project costs.
- Prepare revised estimates for scope changes or deviations.
- 5. Contract & DocumentationUnderstand contract clauses related to billing, escalation, penalties, and payment terms.
- Prepare and maintain project documentation such as DPRs, work orders, agreements, and correspondence.
- Assist in preparation of deviation statements, extra item proposals, and claims.
- Maintain records for audits, inspections, and departmental reviews.
- 6. Coordination & CommunicationLiaise with clients, consultants, government departments, and subcontractors.
- Attend site meetings and prepare progress reports and MOMs.
- Resolve site-level billing, quantity, and execution issues.
- 7. Quality & ComplianceEnsure works comply with approved drawings, specifications, and quality standards.
- Assist in inspections, testing, and certification processes.
- Ensure compliance with statutory requirements (safety, labour laws, GST norms).
- 8. Reporting & MISPrepare daily, weekly, and monthly progress reports.
- Track project costs vs budget and report deviations.
- Maintain material consumption statements and wastage control.
- Skills RequiredStrong knowledge of Billing, Estimation & BOQ
- Proficiency in AutoCAD, Excel, and ERP systems
- Understanding of GST, RCM, royalty, and government billing procedures
- Knowledge of CPWD / State SOR / Railway specifications
- Good coordination, documentation, and communication skills
