Tender Management and Preparation:

  • Tender Identification and Research:
  • Identifying relevant tenders on the GeM portal and other relevant platforms.
  • Eligibility Criteria Review:
  • Thoroughly studying tender documents, qualification criteria, technical specifications, and scope of work.
  • Bid Preparation:
  • Preparing comprehensive bid documents, including technical specifications, price bids, and supporting documents.
  • Bid Submission:
  • Submitting bids on the GeM portal, including scanning and uploading documents for e-tenders.
  • Tender Process Management:
  • Attending price-bid meetings, preparing comparison charts and analysis reports, and tracking submitted tenders.
  • Contract Agreements:
  • Verifying Letters of Award (LOA), Letters of Intent (LOI), and detailed orders, and submitting order acceptance. 

Bidding and Negotiation:

  • Participating in Bidding Processes:
  • Participating in various bidding processes, including reverse auctions and live auctions.
  • Negotiation and Follow-up:
  • Negotiating with clients/partners during the bidding process and following up to ensure timely bid submission.
  • EMD and PBG:
  • Arranging for Earnest Money Deposits (EMDs) and Performance Bank Guarantees (PBGs) and submitting them within the stipulated timeframe. 

Documentation and Record Keeping:

  • Record Keeping:
  • Maintaining records of all tenders published by the department and uploading/submitting relevant documents. 
  • Document Management:
  • Scanning and uploading documents, preparing BOQ (Bill of Quantities), and performing financial bid calculations. 
  • MIS Reporting:
  • Preparing and maintaining MIS (Management Information System) reports related to EMD, Tender Fee, Performance Bank Guarantee, and other relevant data. 

Other Responsibilities:

  • Customer Relationship Management:
  • Handling customer inquiries related to tenders and providing technical support. 
  • Relationship Building:
  • Building and maintaining strong relationships with government agencies and other stakeholders. 
  • Adoption and Support:
  • Driving adoption of GeM within buyer organizations and coordinating escalations/support for the buyer organization with the Technical/Operations team. 
  • Account Growth:
  • Identifying and addressing untapped opportunities to grow the account. 
  • Procurement Plan:
  • Overseeing the facilitation of the upload of the annual procurement plan by the buyer account. 
  • Compliance:
  • Ensuring compliance with GeM guidelines and regulations. 
  • Reporting:
  • Preparing regular reports of progress and forecasts regarding GeM procurement. 
  • Analysis:
  • Analyzing bids created on the GeM portal, State Portal, etc., with respect to product/service availability, technical specifications, and conformity to GeM standard terms and conditions.
