1. Job Description – Contract Labour Compliance Officer (CLRA Specialist)

• Location: Manufacturing Plant
• Department: HR / IR / Compliance
• Reporting to: HR Head
• Role Purpose

To ensure 100% compliance with the Contract Labour (Regulation & Abolition) Act, 1970 and effective management of contract workforce across the plant.

Key Responsibilities

• Coordinate and ensure availability of contract manpower as per business requirements and production plans.
• Ensure end-to-end compliance under CLRA Act:
• Principal Employer registration
• Contractor licenses & renewals
• Work order and agreement compliance
• Maintain and verify statutory registers & records for contract labour:
• Muster roll, wage register, attendance
• PF, ESI challans and returns
• Bonus, leave, OT, wage slips
• Conduct monthly compliance audits of contractors.
• Ensure timely wage payment, statutory deductions and benefits for contract workers.
• Coordinate with contractors to ensure deployment as per approved manpower strength.
• Handle labour inspections related to contract labour.
• Support audits related to customer, ISO, social compliance (SA8000 / SEDEX etc.).
• Address grievances of contract workers and escalate non-compliance.
• Prepare CLRA MIS reports and compliance status updates.

Required Skills & Qualifications

• Graduate / Post-graduate (HR / Labour Laws preferred)
• 4–8 years of hands-on experience in contract labour compliance in manufacturing
• Strong working knowledge of CLRA, Minimum Wages, PF, ESI
• Experience handling large contract workforce
• Good coordination and follow-up skills
