Job Purpose: Lead - ILHBS is responsible for managing the day-to-day operations and team performance of the Inline Hold Baggage Screening Systems (ILHBS). This role focuses on implementing policies, enhancing operational efficiency, and ensuring compliance with regulatory guidelines. The Lead develops training programs, supervises staff, and supports the organization’s security strategy by integrating technology with physical security measures to maintain a high standard of screening operations.

Oversee ILHBS Operations :

Assist in the day-to-day operations of the baggage handling system (BHS), Hold Baggage Screening (HBS) ensuring the timely and accurate movement of baggage throughout the screening process at the airport.

Monitor and report system performance, flagging issues or delays and ensuring prompt resolution.

Coordinate baggage flow through the system, ensuring operational efficiency and minimizing any disruptions or bottlenecks.

Conduct briefings, debriefings, and training programs to enhance staff proficiency in screening technologies and processes.

Regulatory Compliance and Audit Management:

Ensure team adherence to BCAS and DGCA guidelines, preparing documentation and records for regulatory audits.

Collaborate with regulatory bodies and internal stakeholders to address audit findings and improve compliance.

Well versed with weapon handling procedure and action incase of detection of unauthorized or undeclared arms & ammunition

Incident and Crisis Management:

Lead the team during emergencies, ensuring proper execution of response plans for quick recovery.

Investigate security incidents related to ILHBS, prepare detailed reports, and implement remedial measures.

System Monitoring and Maintenance:

Ensure smooth day-to-day operations of ILHBS, including monitoring TIP records and conducting dummy checks to evaluate alertness.

Respond quickly to system faults, breakdowns, or performance issues, working with the maintenance team to resolve them effectively.

Coordinate with the IT and maintenance teams for timely upgrades and troubleshooting of ILHBS equipment.

Reporting and Documentation:

Maintain accurate records of system performance, faults, maintenance activities, and other relevant operational data.

Prepare and submit daily or weekly reports to the Head of Section - ILHBS CSO/ Lead Avsec on the status of operations, incidents, and any necessary actions taken.

Document procedures, maintenance logs, and other key information related to baggage handling operations.

Intelligence and Vigilance:

Monitor security operations to identify potential threats and implement proactive measures.

Conduct dummy checks and operational audits to ensure vigilance and adherence to protocols.

Stakeholder Collaboration:

Work closely with baggage handling teams, service providers, and regulatory bodies to address operational issues and maintain efficiency.

Support business objectives by fostering partnerships with internal and external stakeholders to optimize ILHBS processes.

Team Supervision & Training:

Lead and supervise a team of ILHBS executives, duty managers and technicians to ensure smooth daily operations.

Provide training and guidance to team members on best practices for screening of baggage and detection of prohibited items operating baggage handling systems, ensuring safe and efficient handling of baggage. Ensure nomination to BCAS for all screeners before the expiry of the certification . Thorough documentation for the training nomination and pre -certification training is provided as per regulatory norms

Monitor team performance against key metrics, such as compliance with BCAS guidelines, TIP efficiency, and incident response accuracy. Address non-compliance issues and continuously improve staff performance and system reliability.

Educational Qualifications:

Bachelor’s or equivalent degree

Certifications: Certified by BCAS- Avsec Basic

Course / Inline Certified / Avsec Management Course

DGR CAT 12 certification by DGCA Approved training center, NCC – “C” or “B” Certificate Holder center is a plus.

Work Experience:

10-15 years in baggage or related airport functions .

Experience with security technology (e.g., CT-EDS, X-BIS, ETD).

Physical Qualification:

Visual accuracy - Eyesight shall be equal or better than 20/60 in both eyes without glasses

/ lenses or equal or better that 20 / 20 in one eye and 20 / 30 in the other when using

glasses or contact lenses.

Adequate colour perception shall be required.

Hearing – Hearing loss in each ear should be less than 30 dB when tested by audio graph

for frequencies below 2000 Hz.

Speech – There shall be clear ability to communicate orally efficiently and

effectively.

Movement-of-crisis communication necessitates that screening personnel be free from any pronounced speed impediment.

Sense of smell – Security personnel shall have the ability to sense Oduor

Deportment & Appearance - Security personnel must demonstrate a high standard of civility, deportment, appearance and sobriety as well as offer the public all appropriate courtesies.
