Job Description: Senior Manager – Facility, Administration & HSE Position: Manager – Facility & Admin Location: Factory Site Reports to: HR Manager – Operations & Compliances Employment Type: Full-Time Job Purpose To serve as the strategic and operational custodian of the factory premises. This role is responsible for ensuring 24/7 operational continuity, rigorous statutory compliance, and a world-class safety culture while fostering an inclusive and aesthetic work environment. Key Responsibilities 1. Industrial Safety & Fire Life Safety (FLS) • Fire Suppression Systems: Ensure 100% readiness and strategic placement of Fire Extinguishers as per IS 15683. o Maintain specific inventory: Class A (Combustibles), Class B (Flammable liquids), Class C (Gases/Electrical), and Class D (Metals). o Execute monthly visual inspections (Pressure gauge, pins, nozzles) and manage quarterly hydro-testing/refilling schedules. • Emergency Readiness: Maintain the Fire Hydrant System, Jockey Pumps, and Fire Alarm Control Panels (FACP). Ensure all emergency exits have luminescent signage. • Training: Conduct regular Fire Drills and train all on-site personnel in the P.A.S.S. (Pull, Aim, Squeeze, Sweep) method. 2. Electrical Safety & Utility Management • Preventive Maintenance: Oversee the lifecycle and maintenance logs for Air Conditioners, Compressors, DG Sets, Fans, and Coolers. • Electrical Hazard Control: Coordinate periodic Infrared Thermography of panels to detect hotspots. Ensure all panels have 1-meter clearance and high-voltage rubber mats. • Earthing & Continuity: Maintain a dedicated log for earthing pit resistance tests to prevent leakage currents. • Energy Optimization: Monitor electricity consumption patterns to ensure optimum usage and reduce the facility's carbon footprint.
3. Security, Surveillance & Loss Prevention • 24/7 Oversight: Supervise the security agency to ensure total perimeter control and unauthorized entry prevention. • Inclusive Guarding: Ensure security teams are trained in respectful screening and bias-free interactions with a diverse workforce. • Risk Management: Conduct daily site rounds to identify vulnerabilities, theft risks, or safety breaches. 4. Inclusive Soft Services & Aesthetics • Housekeeping & 5S: Implement the 5S methodology to maintain a neat, clean, and aesthetic factory environment. • Canteen & Pantry: Manage kitchen operations, ensuring food availability, quality, and hygiene, Pest control, Maintain inventory for cutlery and necessary pantry items at all times. • Accessibility: Ensure the facility is inclusive and accessible to all employees, including maintaining ergonomic furniture arrangements. 5. Space Planning & Asset Management • Workplace Design: Strategically allot working spaces to departments to maximize workflow efficiency. • Infrastructure Care: Identify wear and tear of furniture or building fabric; manage immediate repairs or replacements to maintain a professional look. • Procurement Coordination: Work closely with the procurement team for the timely purchase of consumables, spare parts, and facility materials. 6. Statutory Compliance & Industry Standards • Legal: Ensure 100% validity of Fire NOC, Factory License, and Pollution Control Board consents. • Safety Standards: Adhere to the Factories Act, 1948 (Sections 11-20) and Indian Electricity Rules. • Health: Manage the First Aid station and ensure the availability of trained first-aiders on all shifts. 7. Strategic Procurement & Vendor Governance • Contract Management: Draft and manage Service Level Agreements (SLAs) for all 3rd party vendors (Security, Housekeeping, Catering). • Cost Optimization: Conduct periodic market benchmarking to optimize the OPEX (Operational Expenditure) for facility management without compromising quality. Inventory Control: Implement a JIT (Just-In-Time) inventory system for consumables like PPE kits, cleaning chemicals, and pantry supplies Required Qualifications & Competencies • Experience: 3–5 years in Factory Administration or Facility Management. • Education: Degree in any stream; a Diploma in Industrial Safety or Fire-Fighting is highly preferred. • Technical Skills: Proficiency in managing MEP (Mechanical, Electrical, Plumbing) assets and using ERP/CAFM tools. • Soft Skills: Strong leadership, crisis management, and a commitment to inclusive workplace practices. Key Performance Indicators (KPIs) 1. Safety Record: Zero fire or electrical incidents due to negligence. 2. Asset Uptime: >99% uptime for DG sets and industrial compressors. 3. Audit Score: >95% score in internal/external facility and safety audits. 4. Compliance: Zero lapses in statutory license renewals.
