Jain Petroleum Consultancy is a premier energy infrastructure and retail fuel venture operating a network of over 40+ petrol pumps across the North East region. Dedicated to regional connectivity and operational excellence, the company actively drives the end-to-end development, expansion, and standardised construction of modern retail fuel outlets across North Eastern locations. 

Job Role:

We are seeking a commercially minded Civil Engineer to take full ownership of our end-to-end procurement and supply chain operations. In this role, you will bridge the gap between site engineering and commercial sourcing—ensuring our construction, renovation, and maintenance projects across the region are delivered with the right material specifications, on schedule, and within budget. 

Key Responsibilities: 

• Source all civil, construction, maintenance, and operational supplies efficiently.
• Interpret BOQs, technical drawings, material grades, and unit estimates.
• Collect and analyse multiple commercial quotes for cost optimisation.
• Secure optimal pricing, material standards, credit terms, and fulfilment timelines through strategic negotiation.
• Coordinate closely with civil engineers, contractors, architects, site supervisors and project managers. 
• Ensure purchased material matches the approved specification, brand, grade and quality.
• Confirm technical compliance and validate order volume accuracy before purchasing.
• Onboard, evaluate, and manage a robust network of reliable suppliers and specialised contractors.
• Monitor complete procurement lifecycles from initial site requisition to final delivery.
• Maintain seamless coordination across project engineers, site supervisors, vendors, and finance teams.
• Oversee material returns, damaged goods replacements, and prompt reconciliation of pending refunds.
• Eliminate price variations and unnecessary expenditures to strictly manage budget targets.

Candidate Requirements: 

• Civil Engineering qualification (Diploma / B.Tech / B.E.) highly preferred.
• Proven background in construction, real estate, or project supply chain management.
• Superior vendor negotiation and commercial agreement management capabilities.
• Comprehensive understanding of prevailing market rates for structural and finishing materials.
• Demonstrated capability to handle concurrent material requirements across multiple field locations.
• Strong documentation, analytical tracking, cost management, and proactive follow-up skills.

Material Knowledge Required:

In-depth familiarity with civil and site development items, including cement, reinforcement steel, tiles, granite, glass, aluminium fittings, facade systems, plumbing, sanitaryware, electrical hardware, paints, waterproofing products, structural fabrication, paver blocks, and general construction hardware.

What We Are Specifically Looking For:

We do not want someone whose role is limited to calling vendors and placing orders. We need someone who can look and independently understand:

• What material is being specified? 
• Is the specification suitable? 
• What grade/thickness is required? 
• What are the available brands? 
• Are there technically equivalent alternatives? 
• What is the prevailing market rate? 

The Purchase Manager should therefore combine the mindset of a Civil Engineer + Procurement Professional + Negotiator + Cost Controller.
