Job Purpose: The Vocational Training Instructor (VTI) plays a critical role in the development and implementation of training programs that ensure compliance with the Directorate General of Mines Safety (DGMS) standards. The VTI is responsible for enhancing the technical skills and safety awareness of mining personnel by delivering comprehensive training sessions, conducting competency evaluations, and ensuring adherence to regulatory requirements. The goal is to foster a culture of continuous improvement, safety, and operational excellence within the mining environment.
1. Statutory Training Compliance
- Ensure compliance with the provisions of:
- Mines Vocational Training Rules (MVTR), 1966 and subsequent amendments.
- Coal Mines Regulations (CMR), 2017.
- DGMS Circulars, Technical Guidelines, and Standards.
- Occupational Safety, Health & Working Conditions (OSHWC) Code and applicable Rules.
- Plan, organize, and conduct:
- Initial Vocational Training (Basic Training)
- Refresher Training Programs
- Special and Need-Based Training Programs
- Contractor Induction Training
- Ensure that no person is deployed in underground workings without mandatory statutory training certification.
- Coordinate with departmental heads to identify training requirements and ensure timely completion.
2. Training Content Development
- Develop, review, and periodically update vocational training modules in line with:
- OSHWC Code and Rules
- MVTR, 1966 and Amendment Rules, 1999
- Coal Mines Regulations, 2017
- DGMS Circulars and Guidance Notes
- Company Safety Management Systems, SOPs, and Best Practices
- Prepare training materials, presentations, handbooks, competency assessment tools, and safety awareness modules.
- Incorporate lessons learned from incidents, audits, and inspections into training programs.
3. Competency Assessment & Skill Development
- Conduct competency assessments and practical evaluations of trainees.
- Assess effectiveness of training programs through examinations, practical demonstrations, and field observations.
- Recommend corrective actions and retraining requirements where competency gaps are identified.
- Promote continuous learning and safety culture among employees and contractor workmen.
4. Documentation & Record Management
- Maintain all statutory training documentation, including:
- Vocational Training Registers
- Attendance Records
- Training Certificates
- Assessment Reports
- Monthly Training Reports
- Contractor Training Records
- DGMS Inspection Records
- Ensure proper preservation and availability of records during audits and inspections.
- Generate periodic compliance reports for management review.
5. Inspection, Audit & Regulatory Coordination
- Assist during DGMS inspections, safety audits, and statutory compliance reviews.
- Facilitate submission of training-related information to statutory authorities.
- Track compliance observations and ensure timely closure of action points.
- Support implementation of company safety initiatives and regulatory requirements.
6. Safety Awareness & Improvement Initiatives
- Conduct safety campaigns, toolbox talks, awareness sessions, and special observance programs.
- Promote safe work practices and hazard awareness among employees and contractors.
- Support accident prevention measures through targeted training interventions.
Educational Qualification:
First Class Manager's Certificate of Competency (Un-Restricted) for Coal Mines issued by DGMS.
Bachelor’s degree in mining engineering or equivalent qualification recognized for coal mining operations.
Work Experience (Range of years):
Minimum 8 years of experience in Underground Coal Mining Operations.
Experience in conducting statutory vocational training, refresher training, contractor induction training, and competency assessment programs.
