Project Manager

1. JOB PURPOSE

The Project Manager – Civil Works will be responsible for the overall planning, execution, monitoring, coordination, quality, cost control, and timely completion of civil construction projects.

The candidate will be responsible for managing the complete project team, including Site Engineers, Supervisors, subcontractors, labour, vendors, and consultants, and ensuring that the project is delivered as per approved drawings, BOQ, specifications, quality standards, safety requirements, budget, and agreed timelines.

2. KEY RESPONSIBILITIES

A. Project Planning & Execution

● Prepare and monitor the overall project execution plan.

● Plan activities, manpower, materials, machinery, and subcontractor requirements.

● Develop weekly and monthly work programmes.

● Ensure execution is as per approved drawings, specifications, BOQ, and project schedule.

● Monitor project progress against planned targets.

● Identify delays and implement corrective measures.

● Ensure proper sequencing of all civil activities.

● Coordinate multiple activities simultaneously to avoid site delays.

B. Site Management

● Take overall responsibility for day-to-day project execution.

● Supervise Site Engineers, Site Supervisors, Foremen, subcontractors, and labour teams.

● Conduct regular site inspections.

● Ensure proper deployment and utilization of manpower and machinery.

● Maintain site discipline and productivity.

● Ensure proper housekeeping and organized site operations.

C. Civil Construction Works

The Project Manager should have strong practical knowledge of:

● Earthwork and excavation

● PCC and RCC works

● Foundation and footing works

● Reinforcement / steel work

● Shuttering and formwork

● Columns, beams, slabs, and structural works

● Brick/block masonry

● Plastering

● Waterproofing

● Flooring and tiling

● Doors and windows

● Painting and finishing

● External development works

● Drainage and related civil works

● Road and paving works

● Repair and rectification works

D. Quality Control

● Ensure construction is carried out according to approved specifications.

● Check workmanship and construction methodology.

● Coordinate with consultants and quality-control teams.

● Ensure proper testing of concrete, steel, bricks, aggregates, waterproofing materials, etc.

● Monitor RMC/concrete quality and casting procedures.

● Ensure proper reinforcement, cover, shuttering, levels, alignment, and dimensions.

● Ensure curing and protection of concrete.

● Identify and rectify defective work immediately.

● Maintain quality inspection records.

E. BOQ, Quantity & Measurement

● Understand and monitor the complete BOQ.

● Verify quantities executed at site.

● Monitor actual quantities against BOQ quantities.

● Identify excess quantities, variations, and additional works.

● Maintain proper measurement records.

● Coordinate with the billing team for RA bills and subcontractor bills.

● Ensure measurements are properly recorded and verified before billing.

● Monitor wastage and consumption against approved quantities.

F. Cost Control

● Monitor project expenditure against the approved budget.

● Control material wastage and unnecessary expenses.

● Monitor labour productivity and subcontractor costs.

● Track major material consumption.

● Identify potential cost overruns at an early stage.

● Coordinate with management regarding variations and additional costs.

● Ensure work is executed economically without compromising quality.

G. Material Management

● Prepare material requirements based on project schedule.

● Coordinate with procurement and stores.

● Ensure materials are available before commencement of activities.

● Monitor material consumption and wastage.

● Ensure proper storage of cement, steel, aggregates, tiles, fittings, and other materials.

● Check material deliveries against approved specifications and quantities.

H. Subcontractor Management

● Identify and coordinate subcontractors as assigned by management.

● Allocate work and targets to subcontractors.

● Monitor subcontractor performance.

● Check quality and productivity.

● Verify subcontractor measurements and bills.

● Ensure subcontractors maintain required manpower.

● Resolve day-to-day execution issues.

● Escalate poor performance or contractual issues to management.

I. Client & Consultant Coordination

● Coordinate with the client, architect, structural consultant, MEP consultants, and other stakeholders.

● Attend project meetings.

● Prepare and communicate project progress updates.

● Clarify drawings and technical requirements.

● Raise RFIs/technical queries wherever required.

● Coordinate inspections and approvals.

● Maintain professional communication with clients and consultants.

J. Safety Management

● Ensure strict compliance with site safety requirements.

● Ensure workers use appropriate PPE.

● Monitor scaffolding, excavation, lifting, electrical, and work-at-height safety.

● Ensure safe working practices during concrete casting and other critical activities.

● Report accidents/incidents immediately.

● Conduct regular safety briefings/toolbox meetings.

● Ensure unauthorized or unsafe practices are not permitted.

K. Documentation & Reporting

The Project Manager shall maintain and monitor:

● Daily Progress Reports

● Weekly Progress Reports

● Monthly Progress Reports

● Labour Attendance Reports

● Material Receipt & Consumption Reports

● Site Measurement Records

● RMC/Concrete Records

● Quality Inspection Reports

● Test Reports

● Drawing Register

● Site Meeting Minutes

3. PROJECT MONITORING

The Project Manager shall continuously monitor:

TIME → COST → QUALITY → SAFETY → MANPOWER → MATERIAL → PRODUCTIVITY

Any anticipated delay, cost overrun, quality issue, material shortage, or manpower shortage must be immediately reported to management along with a proposed corrective action.

4. TEAM MANAGEMENT

The Project Manager will be responsible for effectively managing:

● Site Engineers

● Site Supervisors

● Foremen

● Quantity Surveyors

● Safety Personnel

● Store Personnel

● Subcontractors

● Skilled Labour

● Unskilled Labour

● Vendors and suppliers

The Project Manager should establish clear daily targets and ensure that the team achieves them.

5. REQUIRED QUALIFICATION

Preferred Qualification:

● B.E. / B.Tech in Civil Engineering

● Diploma in Civil Engineering with strong relevant experience may also be considered.

Experience:

● 10–20 years of relevant civil construction experience preferred.

● Experience in building construction, institutional projects, commercial projects, residential projects, schools, hospitals, or similar projects will be an advantage.

6. REQUIRED TECHNICAL SKILLS

The candidate should have:

● Strong knowledge of RCC and civil construction.

● Ability to read architectural and structural drawings.

● Good understanding of BOQ and specifications.

● Knowledge of quantity measurement.

● Knowledge of construction materials.

● Knowledge of concrete/RMC operations.

● Knowledge of construction planning and scheduling.

● Good knowledge of MS Excel.

● Knowledge of MS Project / Primavera will be an advantage.

● Basic knowledge of AutoCAD.

● Strong documentation and reporting skills.

The candidate must be capable of:

9. AUTHORITY & ACCOUNTABILITY

The Project Manager will have operational responsibility for the project site and shall be accountable for the proper execution of approved works.

However:

● No major design change shall be made without approval.

● No unauthorized variation shall be executed.

● No major additional expenditure shall be committed without management approval.

● Any structural or technical deviation must be immediately brought to the attention of the authorized engineer/consultant and management.

● All major quality, safety, financial, and contractual issues must be escalated promptly.
