Responsibilities

Role Summary 

The Data Center “Campus LLE Procurement Execution Manager” is a site-based role accountable for post-award execution of LLE (Long Lead Equipment) and OFCI (Owner Furnished Contractor Installed) packages across assigned data-centre projects. The role leads Delivery, Site readiness, Supplier Mobilisation, Equipment Commissioning support, Risk management and Commercial governance from Equipment PO (Purchase-order) handover to DC Operations handover. Working across Strategic Sourcing, Project controls, Engineering, Construction, Commissioning, Quality and Cost teams, the role drives Safe, Timely, Compliant and Commercially controlled outcomes 

 Success in the role requires Strong Procurement, Project Management/Execution, Supplier-management, Negotiation and stakeholder-leadership capability, together with the ability to operate effectively in a fast-paced, matrixed project environment. The overall objective is to deliver OFCI equipment safely, on time, to the required quality standard and within approved commercial and governance controls. 

 Compliance  

  • Act as the compliance gate for post-award OFCI changes, by monitor Change Order and Provisional Change Order service levels, preventing After-the-Fact commitments, and escalate urgent cases with validated evidence, project impact and a recommended compliant path forward. 

  • Own OFCI payment-compliance controls by verifying that each supplier's Payment Application is supported by contractual entitlement, maintain an auditable record of the assessment, and ensure payment claims align with approved cash-flow forecasts. 

  • Identify emerging risks through data-driven approach and drive action to protect current project delivery schedule  

  • Leads decision making around the execution and evolution of various workstream processes, identifies and seeks solutions to compliance gaps, and influences leadership to drive change internally and/or externally.  

  • Ensures adherence to procurement policy, educates stakeholders and suppliers on policy compliance, and drives the remediation and resolution of any issues.  

On Time Delivery: 

  • Own the integrated post-award OFCI delivery plan for assigned  Data Center Projects from purchase-order handover through manufacturing at OEMs, Factory acceptance testing, logistics, site delivery, installation interfaces, commissioning support and final handover to operations team.  

  • Maintain alignment between contractual delivery dates, supplier schedules, site-readiness milestones and the overall project program 

  • Ensure On time delivery as per OEMs Contractual ROJs (Required on Job Site) dates 

  • Help facilitate the LLE/OFCI (Owner Furnish Contractor Installed) equipment once delivered to site, including inspections and appropriate sign offs.   

  • Address quality-related issues as they arise and report to the quality team and category management as appropriate for speedy resolution 

  

Supplier Engagement & Performance Management:  

  • Manage post-award supplier performance across manufacturing stage, delivery, field-service support, quality and commercial obligations.  

  • Establish regular governance cadence, maintain measurable performance indicators and drive recovery or corrective action plans, when performance falls below Contractual or Project requirements. 

  • Communicate scheduling delays from OFCI equipment suppliers to relevant stakeholders & make mitigation strategy  

  • Oversee site specific procurement activities and collaborate with both internal and external partners to proactively resolve issues.  

Field Service Technician/Engineer Management (OEM): 

  • Align OEMs FSR (Field Service Resources) plan in coordination with the General Contractor, DCD & Commissioning team requirement to support Overall Project/Commissioning schedule  

  • Active engagement, negotiations and management of OEMs FSRs, to accommodate project schedule compression and acceleration as needed.  

Change Order Management: 

  • Initiate and govern post-award change orders from identification and entitlement review through Scope validation, quotation assessment, approval, purchase-order amendment, execution and commercial closure. 

  • Monitor and mitigate the impact of change orders to the project schedule, and partners cross-functionally to resolve/escalate issues if any 

  • Attend cost/change management meetings to ensure any changer orders of additional equipment are executed promptly and timely. 

  • Act as a subject matter expert in any contractual dispute and advise on entitlements and establish agreement  

  • Support Claims negotiations with the detailed understanding of the contractual conditions and partner with regional claims to settle or escalate. 

Stakeholder Collaboration   

  • The role needs to collaborate with the wider teams including Projects Control, Strategic Sourcing, DCD, Commissioning, Supplier Quality etc. for the successful execution of LLE/OFCI for the On-Time delivery for a large, complex capital project 

  • Manages supplier activity and progress across multiple projects and complex purchasing categories, developing and executing supplier governance plan-detailing mutual priorities and focus for the supplier relationship for the upcoming period.  

  • Educate internal and external stakeholders during kick off meeting/ onboarding and identify engagement programs to improve supplier performance to achieve business goals.  



Qualifications

Required Qualifications:  

  • Bachelor's degree in engineering with min 10yrs of experience in Supply Chain, or related field, or equivalent practical experience in procurement, supply chain, project delivery, or related disciplines.  

  • Strong commercial understanding of Product & Capital Equipment procurement.  

  • Extensive experience in Procurement, Project Management/Execution, Contracts management, Supplier management in a project environment is an essential requirement for this role.   

Preferred Qualifications: 

  • Hyperscale Data Center or Large building construction experience in an owner or general contractor capacity or in any large-scale manufacturing organization 

  • Knowledge of data center industry and experience managing a variety of project delivery methods - ability to lead a project team in defining risk and developing the appropriate contracting. 

  • Result-oriented professional in midst of ambiguity in a matrix organization. 

  • Excellent communicator that can interact with diverse groups across organizational levels. 

  • Strong attention to detail, a continuous-improvement mindset, and sound commercial and business acumen. 

  • Proven ability to implement new processes, build cross-functional alignment, and secure stakeholder buy-in for successful adoption. 

  • Must be able to drive & execute supply chain execution strategy for multiple categories.
