Role Purpose

The Site Lead holds single-point accountability for the overall performance of the lab facility in Bangalore, spanning safety, technical integrity, operational delivery, financial performance and multi-party stakeholder governance. This is a senior leadership role requiring a genuine technical background sufficient to engage credibly with process, mechanical, electrical and instrumentation matters, while leading a cross-functional site team and managing complex interfaces across BP, JLL (as facilities/managing agent), the landlord/lessor, and specialist engineering partners.

Key Responsibilities

Site Leadership & Governance

• Act as the single point of accountability for HSSE, technical and operational performance of the Bangalore lab facility.

• Own and maintain the site's operational accountability model across Upstream, Downstream, clarifying ownership and reporting lines.

• Chair and lead cross-functional site governance forums, including risk, incident review and operational performance reviews.

• Represent the site to senior BP and JLL stakeholders, and act as primary escalation point for site-level issues.

Technical Oversight

• Maintain sufficient technical understanding of process, mechanical, electrical and I&C systems, and lab-specific infrastructure (compressed air, fume hoods, gas systems, oil sinks, gas detection) to challenge specialist partners and approve technical decisions.

• Own the boundary definitions between JLL/facilities-delivered scope, lab-operations scope, and specialist third-party scope, ensuring these remain current as the site matures.

• Sponsor engineering design review and sign-off processes for significant process, mechanical, electrical and I&C changes.

Stakeholder & Contract Management

• Manage the JLL managing-agent relationship, including oversight of facilities service delivery against agreed service levels.

• Oversee the landlord/lessor CAM (Common Area Maintenance) interface, including validation of service delivery and invoice review.

• Oversee contracts and performance of specialist engineering and technical partners engaged for scope outside core FM competency.

• Own escalation and resolution of service-level shortfalls across all delivery partners.

Risk, Safety & Compliance Leadership

• Hold executive-level ownership of the site risk register, ensuring appropriate mitigation plans are in place and reviewed.

• Chair incident review for significant events and ensure root-cause corrective actions are tracked to closure.

• Ensure Management of Change (MOC) and Control of Work governance is followed consistently across lab and workplace teams.

• Ensure statutory and regulatory compliance obligations for the site are met, engaging local regulatory expertise as required.

Financial & Commercial Management

• Own the site operating budget, including CAM charge validation and specialist/vendor contract spend approval.

• Review and approve major capital and operational expenditure proposals for the site.

• Ensure cost-effective delivery of services across all outsourced and managing-agent arrangements.

People Leadership

• Lead the site leadership team, including the Technical Manager, HSSE Manager and sub-regional/function leads.

• Manage team performance, capability development and succession planning.

• Foster a strong safety and performance culture across all site personnel and delivery partners.

Qualification & Education

• Bachelor’s degree in engineering (Chemical, Mechanical, Electrical, or related technical discipline) — essential.

• Master's degree or MBA in Engineering Management, Operations Management or Business Administration — preferred.

Certification & Licenses

-          NEBOSH International General Certificate or Diploma (or equivalent HSE qualification) — desirable.

-          PMP, PRINCE2 or equivalent project/programme management certification — desirable.

-          Relevant process safety management (PSM) training.

-          Working familiarity with India statutory compliance frameworks (Factories Act, PESO) — desirable.

Experience Required

-          15+ years' experience in facilities, operations or site management within chemical, oil & gas, pharmaceutical or industrial laboratory environments.

-          5+ years in a senior site leadership role with full P&L or budget accountability.

-          Demonstrated experience managing multi-stakeholder outsourced service delivery models, including managing-agent and landlord/CAM interfaces.

-          Experience with facility or process-site commissioning, transition or start-up programmes.

-          Track record of leading cross-functional teams through organisational or operational change

Technical Competencies

-          Working knowledge of process safety management and high-hazard operations.

-          Understanding of engineering design review and technical sign-off processes across multiple disciplines.

-          Familiarity with CMMS platforms, Management of Change (MOC) systems and Control of Work / permit-to-work systems.

-          Understanding of statutory and regulatory compliance frameworks relevant to industrial/laboratory facilities in India.

Leadership & Behavioural Competencies

-          Strategic thinking with the ability to translate site-level objectives into operational execution.

-          Executive-level stakeholder management and influencing skills across BP, JLL, landlord and specialist-partner boundaries.

-          Strong decision-making under ambiguity, particularly during transition and go-live phases.

-          Ability to hold technical and safety accountability while appropriately delegating execution to specialist leads.

-          Skilled negotiator and conflict resolver across complex, multi-party commercial relationships.

-          Change leadership capability to guide the site through transition into steady-state operations.

-          Strong commercial and financial acumen
