Reports to:  Cluster Corporate Affairs, Nodal & Regulatory lead    

Location:

Role purpose:  (Details are provided in Annexure A)

1. Compliance to the Telegraph Act/ Rules & Licence Conditions related to Data disclosure and lawful interception.
2. Initiate and implement Circle/Corporate level coordination for nodal compliance understanding and implementation.
3. Compliance to the legal framework related to Criminal Procedure Code & Indian Evidence Act and related regulations.

 

4. Reputation Management and Risk mitigation and support to Company.
5. To bridge the connect between the external environment ( Law Enforcement Agencies) and the organization in the region, building and maintain relationships

Key accountabilities and decision ownership :

 

1. Address critical communications raised by Authorised Law Enforcement Agencies related to Data Disclosure in a timely manner and comply to the various regulatory requirements of the Telecom License, including and not limited to UL/ ISP/ NLD/ILD. To provide clearance for New Service launch within Circle from the Ministry of Home Affairs.

 

2. Address critical communications raised by Authorised Law Enforcement Agencies related to Lawful Interception with high level of confidentiality and secrecy. To provide reconciliation of Lawful Interception executed on telecom network from the concerned Law Enforcement Agency and State/ Central Home Department.

 

3. Represent the company before Judicial Authorities/ Law Enforcement Agencies in the capacity of Subject Matter expert to depose on oath regarding the company records related to Data disclosure and related information. Act as a Repository of all corresponding documents/records for future reference to safeguard organization’s interest at any point of time.

 

4. Very high level of relationship management with Law Enforcement Agencies in the circles to mitigate any business risk.

 

5. Partnering with Business by way of creating our circle of influence in the external environment besides, raising critical observations in the circle.

 

Core competencies, knowledge and experience [max 5]:

• Should have more than 5 years of experience of managing Nodal affairs independently in a large organisation.
• Must have thorough understanding about regulations related to Industry.
• High on relationship building with Senior Police/ Judicial Officials.
•  Strong interpersonal and presentation skills.
• Proficient in English/Vernacular written and verbal communication.

• Graduate/PG in any discipline

Key performance indicators:

 

1. Ensuring 24*7 support to the Law Enforcement Agencies related to timely response on Data Disclosure requests to the designated officers of the security agencies in a time bound manner as per TAT prescribed by DoT with NIL escalation.

 

2. Processing of Lawful Interception requests within stipulated timeline & as per the prescribed process while maintaining 100% Confidentiality and Secrecy. Complete Reconciliation of Lawful Interception executed on telecom network from the concerned Law Enforcement Agency and State/ Central Home Department.

 

3. Successful representation of the company before Judicial Authorities in relation to company records related to Data disclosure and related information thereby ensuring that no higher/ senior management officials are summoned.

 

4. To be accountable for addressing all critical communications raised by Law Enforcement agencies at circle level and assist business by way of advising circle teams in resolving complex business/ compliance situations through external connections and experience.

 

5. Extend and support CHs and CNROs in day to day business operations, in coordination with cross functional team. Alternative Nodal officer for DOT LSA and LEAs in absence of CNROs .
