Job Description
Job Purpose
The CLC Manager is responsible for overall management and operations of the City Livelihood Center, ensuring effective delivery of livelihood services, coordination with stakeholders, and promotion of employment and self-employment opportunities for urban poor.
Key Responsibilities
1. Center Operations Management
- Oversee day-to-day functioning of the CLC
- Ensure smooth delivery of services (job placement, skill linkage, service aggregation, etc.)
- Maintain records, MIS, and reporting systems
2. Beneficiary Mobilization & Support
- Identify and mobilize urban poor, SHGs, and informal workers
- Facilitate registration of job seekers and service providers
- Provide counseling and guidance for employment/self-employment
3. Employer & Market Linkages
- Develop partnerships with local employers, industries, and households
- Facilitate job placements and service bookings
- Promote demand-based services (plumbing, electrical, housekeeping, etc.)
4. Stakeholder Coordination
- Coordinate with Urban Local Bodies (ULB), NGOs, and government departments
- Work closely with schemes like DAY-NULM
- Organize meetings, workshops, and awareness programs
5. Team Management
- Supervise CLC staff (coordinators, mobilizers, MIS executives)
- Assign targets and monitor performance
- Provide training and capacity building
6. Financial & Administrative Management
- Monitor revenue generation and expenses
- Ensure proper documentation and compliance
- Prepare reports for authorities and funding agencies
7. Promotion & Outreach
- Plan marketing and awareness campaigns
- Use digital and offline channels to promote CLC services
- Strengthen community engagement
Required Qualifications
- Postgraduate (MSW/MBA preferred, especially in HR /Marketing)
- 2–5 years experience in livelihood projects, skill development, or community programs
- Experience in government projects (preferred)
Key Skills
- Strong communication and coordination abilities
- Experience in training and community mobilization
- Effective team management and leadership skills
- Sound knowledge of livelihood schemes and urban poverty programs
- Proficient in computer applications (MS Office, MIS reporting)
- Strong problem-solving and field management capabilities
- Highly passionate, with a proactive “go-getter” attitude to drive results
