Job Description

We are seeking an experienced and proactive HR Manager for Kolkata region to lead and manage all human resources functions — from talent acquisition and workforce planning to compliance, employee engagement, and organisational development. This is a strategic leadership role ideal for an HR professional who thrives in a dynamic, field-operations-driven environment.

Detailed roles & responsibilities

A. Strategic HR partnership

  • Translate organisational business objectives into a comprehensive, actionable HR strategy aligned with short- and long-term operational goals.Act as a trusted strategic business partner to department heads, providing data-driven HR counsel to support workforce-related decision-making.Lead annual workforce planning exercises, including headcount budgeting, skills-gap analysis, and succession planning for critical roles.Drive HR digital transformation initiatives — HRMS implementation, process automation, and self-service capability for managers and employees.Represent the HR function in senior leadership meetings and contribute to organisational design and restructuring projects.

B. Talent acquisition & workforce planning


  • Design and execute end-to-end recruitment strategies for roles ranging from frontline sanitation workers and supervisors to mid-senior management positions.
  • Develop and maintain talent pipelines through partnerships with staffing agencies, skill development institutes, ITIs, and job portals (Naukri, LinkedIn, Indeed, WorkIndia).
  • Implement competency-based and structured interview frameworks to ensure consistency and quality of hire.
  • Manage campus hiring, lateral recruitment, and referral programmes with defined SLAs on Time-to-Fill and Cost-per-Hire.
  • Oversee a best-in-class onboarding and induction programme that accelerates new hire productivity and cultural integration.
  • Analyse attrition trends and implement targeted retention strategies for high-risk employee segments.

C. Performance management system

  • Design, implement, and continuously improve a robust performance management system — including OKRs, KRAs/KPIs, BSC (Balanced Scorecard), or MBO frameworks as appropriate.
  • Drive the full appraisal cycle: goal-setting, mid-year progress reviews, calibration sessions, and annual performance ratings with bell-curve moderation.
  • Coach managers on delivering constructive, bias-free performance feedback and handling underperformance through structured PIPs (Performance Improvement Plans).
  • Link performance outcomes to reward, recognition, promotion, and development decisions in a fair and transparent manner.

D. Learning, development & capability building

  • Conduct annual Training Needs Analysis (TNA) across departments and build a learning calendar aligned with business priorities and skill gaps.Design, deliver, and evaluate training programmes for field staff (health & safety, hygiene protocols, equipment usage) and management (leadership, communication, team management).Leverage e-learning platforms, LMS (Learning Management Systems), and blended learning models to scale training coverage efficiently.

E.  Compensation, benefits & payroll

  • Design and benchmark compensation structures using market data to ensure internal equity and external competitiveness across all bands.
  • Oversee accurate and on-time payroll processing for all employees — including piece-rate, daily-wage, contractual, and salaried categories.
  • Administer statutory benefits: PF, ESIC, Gratuity, Bonus, Leave Encashment, and ensure timely compliance with remittances and filings.
  • Manage supplementary benefits: group health insurance, accidental insurance, EAP (Employee Assistance Programme), and wellness initiatives.
  • Conduct annual salary review and increment cycles with structured budgeting, merit modelling, and senior leadership sign-off processes.Develop and communicate transparent pay policies and Total Rewards statements to enhance perceived value of compensation.

F.  Statutory compliance & labour law

  • Ensure 100% compliance with all applicable central and state labour laws.
  • Maintain and manage all statutory registers, Form submissions, and returns within prescribed timelines to avoid penalties and legal exposure.
  • Monitor and implement regulatory changes; brief leadership and update HR policies and employment contracts accordingly.
  • Conduct periodic HR compliance audits across all office and field locations; develop corrective action plans for gaps identified.

G. Organisational development & culture

  • Drive culture-building initiatives that reinforce the organisation's core values, mission, and brand identity among a diverse, distributed workforce.
  • Lead change management during periods of growth, restructuring, mergers, or new technology adoption — ensuring clear communication and employee readiness.
  • Design and facilitate leadership development workshops, team-effectiveness sessions, and cross-functional collaboration frameworks.Develop and execute employer branding strategies to position the organisation as an employer of choice in the sanitation and facility services sector.

Qualifications & experience

Eligibility criteria

Education

Full-time MBA / PGDM in Human Resources from a recognised university (Tier 1/Tier 2 B-school preferred).

Experience

5–6 years of progressive HR experience, with at least 3 years in a managerial or lead HR role. Prior experience in sanitation, facility management, logistics, manufacturing, or large field-workforce environments is highly preferred.

Technical skills

Proficiency in HRMS platforms (Darwinbox, Zoho People, SAP SuccessFactors, GreytHR, or equivalent). Advanced Excel (VLOOKUP, pivot tables, dashboards). Familiarity with ATS (Applicant Tracking Systems) and LMS platforms.

Labour law expertise

Deep working knowledge of Indian Labour Laws — including the new Labour Codes (Wage Code, Industrial Relations Code, Occupational Safety Code, Social Security Code) and state-specific amendments.

Language

Proficiency in English (written and spoken) is essential. Working knowledge of Hindi and the regional language of the primary operating geography is strongly preferred for effective field-level engagement.
