Role Overview

The Billing Engineer is responsible for preparing, verifying, and managing construction bills

(client & contractor), ensuring accuracy in quantities, rates, and compliance with

contract terms. The role plays a key part in cash flow management and cost control of

projects.

Key Responsibilities

1. Billing & Invoicing

 Prepare RA Bills (Running Account Bills) for contractors and clients

 Verify contractor bills based on site progress and measurements

 Ensure accurate application of rates as per BOQ / work order

2. Quantity Take-Off & Measurement

 Perform quantity take-offs (QTO) from drawings

 Verify site measurements and executed quantities

 Cross-check billed quantities with actual work done

3. BOQ & Cost Management

 Prepare and review BOQ (Bill of Quantities)

 Conduct rate analysis for extra/non-BOQ items

 Track project costs vs budget

4. Documentation & Records

 Maintain billing records, measurement sheets, and supporting documents

 Prepare billing summaries and reports

 Handle variation orders / change orders documentation

5. Contract & Compliance

 Ensure billing is in line with contract terms & conditions

 Understand tender documents and payment clauses

 Support audits with proper documentation

6. Coordination

 Coordinate with site engineers, project managers, and contractors

 Liaise with client representatives for bill approvals

 Work closely with accounts/finance team for payments

Required Skills

 Strong knowledge of RA Billing & Contractor Billing

 Expertise in Quantity Surveying (QS)

 Understanding of construction drawings

 Good analytical and numerical skills

 Attention to detail and accuracy

Software Skills

 MS Excel (advanced – formulas, reports, pivot tables)
