IT Consultant

*Role summary*

Act as the on-ground single point of contact for all Bihar government work — running the existing project day-to-day, handling department coordination, and building a pipeline of new government orders through GeM and e-tender portals.

*Key responsibilities*

Ongoing project delivery

- Coordinate with the client department on milestones, data/screenshot collection, approvals, and sign-offs

- Follow up on measurement/completion certificates, invoices, and payment release (treasury, PFMS/SNA, bill sections)

- Maintain project files, correspondence records, and a status tracker shared weekly with the founder

Liaison & representation

- Attend meetings at department HQ, directorates, and district offices; represent the company professionally

- Track official notifications, circulars, budget allocations, and scheme announcements relevant to our lines of business

- Maintain a working relationship map: who signs what, at which desk, in what sequence

Business development / tendering

- Daily monitoring of GeM, eproc.bihar.gov.in, CPPP/GePNIC, and department websites for bids, EOIs, and RFPs

- End-to-end GeM operations: seller profile and catalogue management, bid participation, ATC review, incident/CRAC handling, PO and payment follow-up

- Prepare technical and financial bids — eligibility mapping, document sets, EMD/bid security, affidavits, ensuring zero rejection on technical grounds

- Maintain a compliance vault: Udyam, GST, PAN, ITR, EPF/ESIC, past performance certificates, OEM authorisations, startup registration benefits

*Must-have*

- Graduate (any stream); 3–5 years in government supply, contracting, tendering, or liaison

- Demonstrated GeM experience — must be able to walk through a live bid submission

- Working knowledge of Bihar's departmental structure and file movement

- Fluent Hindi (spoken and written), functional English for drafting; comfortable with Excel, email, PDF tools

- Own two-wheeler/four-wheeler, valid licence, willing to travel across districts

*Good to have*

- Existing exposure to the department you already work with

- Experience with IT/software or infrastructure procurement specifically

- Basic understanding of the Bihar Startup Policy and MSME procurement preferences
