Billing Engineer

Job Summary

We are seeking a detail-oriented and experienced Billing Engineer to manage client billing, subcontractor billing, quantity verification, and project cost documentation. The ideal candidate should have experience in civil construction projects and be proficient in preparing RA bills, quantity reconciliation, BOQ management, and coordination with project stakeholders to ensure timely billing and payments.

Key Responsibilities

• Prepare and submit Running Account (RA) Bills and Final Bills to clients.
• Verify work quantities as per BOQ, drawings, and site measurements.
• Prepare and certify subcontractor/vendor bills.
• Maintain billing records, work orders, variation orders, and payment tracking.
• Coordinate with site engineers/supervisors to obtain measurement sheets and work completion reports.
• Monitor project progress against BOQ quantities and identify quantity variations.
• Prepare quantity reconciliation statements for materials and executed work.
• Process extra item claims, deviation statements, and change orders.
• Follow up with clients for bill certification and payment realization.
• Coordinate with procurement, accounts, and project teams for billing-related activities.
• Ensure compliance with contract terms and payment milestones.
• Assist in project cost monitoring, budgeting, and cash flow planning.
• Maintain documentation for audits and project close-out.

*Responsible for site visits to conduct quantity surveys, verify executed quantities, certify bills, submit billing documents, and coordinate with project teams for commercial activities.

Required Skills

• Strong knowledge of BOQ, Rate Analysis, and Quantity Surveying.
• Experience in RA Bills, Final Bills, and Client Billing.
• Knowledge of contract conditions and variation claims.
• Ability to read construction drawings and specifications.
• Good analytical and numerical skills.
• Strong communication and coordination abilities.
• Excellent documentation and reporting skills.
