Job Description of a Traffic Controller 

A Traffic Controller plays a critical role in ensuring safe, efficient, and uninterrupted movement of construction trains and construction equipment within a project site.

1. Traffic Planning & Control

• Plan and regulate the movement of trains, track machines, and maintenance vehicles within the project section. 
• Allocate track access windows to different teams without causing conflicts and  ensure minimal disruption to ongoing construction and operations. 
• Direct and regulate movement of construction vehicles and equipment on  the mainline tracks including turnouts and crossovers in station areas.
• Ensure smooth flow of traffic with minimal congestion or disruption

2. Safety Management

• Enforce all Railway Construction safety rules, procedures, and protocols 
• Monitor site activities to prevent unsafe conditions or movements 
• Ensure proper isolation of tracks before any work begins
•  Ensure smooth and safe movement of all track machines within the section under EW-1 control. Strictly follow all safety procedures to prevent accidents and delays.

3. Coordination and communication with Stakeholders

• Coordinate closely with site engineers, field teams, Interfacing Contractors, and control rooms set up by Track Contractors.
• Liaise with departments like OHE (Overhead Equipment), MVLV teams and other interfacing contractors site teams vide electronic means and keep a record of same in log register. 
• Maintain clear and written communications to avoid delays or mismanagement. 
• Work closely with the EW-1 field team to plan and optimize track usage. The goal is to avoid any disruptions and keep site operations running efficiently.

4. Permit to Work (PTW) Management

• Issue, monitor, and cancel PTWs for interfacing contractors and work teams.
• Ensure all safety clearances are obtained before granting access.
• Verify that work is completed and the site is safe before closing permits.
• Take responsibility for issuing and cancelling PTWs for interfacing contractors. This should be done based on their requests and in coordination with the Heads of Department (HODs) for OHE and MVLV to ensure safety and proper authorization 

5. Monitoring & Reporting

• Track all movements of construction track machines and equipment’s and machines and record in a register. 
• Maintain logs, records, and daily reports of traffic and work activities.
• Report any incidents, delays, or deviations to HOD’s. 

6. Emergency Handling

• Respond quickly to emergencies such as equipment failure, accidents, or track blockages. 
• Coordinate rescue or recovery operations 
• Ensure immediate communication with all concerned teams 

7. Resource Optimization

• Optimize the use of track time and equipment to improve productivity 
• Avoid idle time and conflicts between different work activities 

8. Compliance & Documentation

• Ensure compliance as per railway/Metro construction standards, project guidelines, and regulatory requirements 
• Maintain proper documentation for audits and inspections
