Job Purpose: This role is responsible for overseeing and managing logistics operations, operational planning, and coordination activities to ensure efficient utilization and handling of materials across Thermal Power Plant (TPP) sites. This role is crucial in ensuring compliance with regulatory standards, optimizing costs, and fostering continuous improvement in logistics processes.

Team Lead - Operations, Logistics and Coordination

Operational Planning and Coordination:

Collaborate with Plant Operations and Maintenance (O&M) teams to develop generation plans and draft initial budgets based on sales trends and Thermal Power Plant (TPP) outputs.

Plot utilization scenarios based on historical data, current trends, and future projections to prepare draft budgets for each TPP.

Generate site-wide and avenue-specific plans for fly ash utilization based on site generation planning data, ensuring alignment with operational goals.

Continuously improve Standard Operating Procedures (SOPs) and agreements, ensuring vetting by the internal legal team.

Commercial Management and Vendor Coordination:

Manage advertisement approvals and coordination with advertising agencies for timely publication.

Manage payments to the agency for advertisements for free of cost (FOC) and Cost of Utilization (COU) of Fly Ash.

Identify and evaluate potential vendors for logistics services and materials.

Issue Notices Inviting Tender (NIT) to solicit bids from vendors, specifying project requirements and timelines.

Coordinate site visits with vendors to familiarize them with project scope, technical requirements, and site conditions.

Prepare comprehensive commercial documents in site-specific formats, including detailed specifications and terms of engagement.

Ensure compliance with Delegation of Authority (DOA) guidelines for document approval and contract execution.

Tendering and Contract Management:

Conduct pre-bid meetings in conjunction with site visits to facilitate thorough understanding of project requirements.

Engage with vendors to discuss and clarify tender documents, terms, and conditions (T&C), ensuring alignment with organizational standards.

Address and resolve any queries or deviations in T&C from vendors, ensuring all concerns are adequately addressed.

Collect Earnest Money Deposit (EMD) from vendors alongside their commercial offers, ensuring compliance with established T&C.

Prepare comprehensive comparative statements, incorporating detailed internal estimations supported by relevant documentation.

Conduct online reverse auctions for high-value contracts, ensuring transparency and competitive bidding.

Execute manual negotiations following the online reverse auction for high-value contracts, ensuring the final rates are aligned with Internal Estimates (IE).

Identify the lowest bid (L1) based on the outcomes of the auction and subsequent manual negotiations, ensuring cost-effectiveness and value for the organization.

Oversee the Note for Approval (NFA) process for high-value items, ensuring all procedural requirements are met.

Facilitate the release of service orders, ensuring adherence to ARIBA system protocols and organizational guidelines.

Infrastructure Development and Management:

Recommend infrastructure improvements based on site visits and obtain management approvals for implementation.

Support sections in customer and seminar meetings, coordinating venue arrangements and resolving operational issues as needed.

Compliance Management:

Ensure adherence to procedures set by Ministry of Power (MOP) for fly ash utilization guided by Ministry of Environment, Forest and Climate Change (MOEF) regulations.

Manage change in law activities, scrutinize and update compliance measures for each avenue, and coordinate document submissions to regulatory authorities.

Summarize annual financial accounts, categorize expenses by avenue, and coordinate with external auditors for certification and submission to government authorities.

Data Management and MIS Maintenance:

Maintain DISHA compliance, oversee MIS maintenance, and analyze costs and revenue related to logistics operations.

Supervise and analyze activities performed by Logistics Team members, ensuring alignment with operational objectives and performance metrics.

Mergers and Acquisitions (M&A):

Conduct technical due diligence as required by the Business Development (BD) team.

Visit sites, observe operations, and compile reports for the BD team.

Digitisation and Automation:

Execute comprehensive digitization strategies to optimise operational efficiency.

Implement automation solutions to support overall organisational goals / strategy.

Implement process and system improvements, adopting newer technologies and innovative ideas.

People and Team Engagement:

Lead and supervise a team of logistics professionals, providing strategic direction and guidance for effective logistics operations.

Participate in the recruitment process to attract and retain skilled personnel for the team.

Enhance employee engagement across the team to sustain a positive workplace culture.

Lead, inspire and mentor the team to foster a high-performance culture and ensure cross skilling through job rotation, technical and behavioural trainings.

Ensure proper succession planning in the team.

Foster a conducive environment for high employee retention by ensuring team satisfaction and professional development.

Educational Qualification:

B.E/B.Tech Mechanical/EMD/C&I, Additional Degrees and Certifications (Supply Chain management, Logistics Management) preferred

Work Experience (Range of years):

Minimum 10-15 years' experience in Operation, Maintenance, logistics, supply chain management, or related fields.

Preferred Industry:

Background in power, cement and concrete industry with a focus on handling logistics operations.
