Role Overview :

The Billing Engineer is responsible for preparing, verifying, and managing construction bills (client & contractor), ensuring accuracy in quantities, rates, and compliance with contract terms. The role plays a key role in project cost control, cash flow management, and timely certification of bills while maintaining complete documentation as per contractual requirements.

Key Responsibilities1. Billing & Invoicing

• Prepare RA Bills for contractors and clients.

• Verify contractor bills based on site progress and measurements.

• Ensure accurate application of rates as per BOQ, Work Orders, and Contract Agreements.

• Process final bills, advance bills, retention bills, and reconciliation statements.

• Track payment status with finance.

2. Quantity Take-Off & Measurement

• Perform Quantity Take-Offs (QTO) from drawings.

• Verify site measurements and executed quantities.

• Cross-check billed quantities with actual work completed.

• Prepare Measurement Sheets and reconciliation reports.

3. BOQ & Cost Management

• Prepare/review BOQs.

• Conduct rate analysis for extra/non-BOQ items.

• Monitor project costs against budgets.

• Prepare cost comparison and material consumption reports.

4. Documentation & Records

• Maintain billing records, measurement sheets and supporting documents.

• Prepare MIS and billing status reports.

• Handle variation/change order documentation.

5. Contract & Compliance

• Ensure billing complies with contract terms.

• Review tender documents and payment clauses.

• Support audits with proper documentation.

6. Coordination

• Coordinate with site engineers, project managers, contractors, consultants and finance.

• Liaise with client representatives for bill approvals.

QualificationBachelor's Degree/Diploma in Civil Engineering.

Quantity Surveying/Billing certification is an added advantage.

Requirements• Experience in Contractor, Client, RA and Final Billing.

• Strong BOQ preparation and quantity verification skills.

• Ability to read drawings and contract documents.

• Project cost control and budget monitoring.

• Knowledge of payment certification and variation claims.

• Proficiency in Advanced Excel and billing software.

• Willingness to travel to project sites.
