Senior Engineer - Planning
The Engineer – Planning – Site (Costing Engineer) is responsible for estimating, tracking, and controlling project costs in coordination with the planning and execution teams. The role supports accurate budgeting, cost forecasting, resource allocation, and variance analysis, helping project leadership maintain financial control and achieve cost efficiency throughout the project lifecycle.
KEY RESPONSIBILITIES/ ACCOUNTABILITIES
- Assist in preparing the project budget and cost baseline in coordination with BOQ, rate analysis, scope of work, and planning schedules.

- Monitor actual cost incurred at site for materials, manpower, subcontract works, and plant & machinery, and compare against planned costs.

- Collect cost-related data from site execution, procurement, billing, and stores to track daily and monthly expenses aligned with project activities.

- Support integration of cost data with schedule (Primavera/MS Project) to enable earned value analysis (EVA), cash flow forecasting, and cost performance index (CPI) generation.

- Prepare cost reports and variance analysis comparing actual cost vs. budgeted/forecasted cost, with reasons for deviations and corrective actions.

The Engineer – Planning – Site (MIS / Monthly Reports) is responsible for compiling, analyzing, and presenting key project data in structured formats such as Daily Progress Reports (DPRs), Weekly Progress Reports (WPRs), Monthly Progress Reports (MPRs), and MIS dashboards. This role acts as a vital link between on-site activities and project leadership by transforming raw execution and planning data into actionable insights for timely decision-making.
- Collect and consolidate daily, weekly, and monthly progress data from execution, quality, safety, and stores teams, ensuring accuracy and completeness.

- Prepare DPRs, WPRs, and MPRs in standardized formats, covering physical progress, financial progress, manpower deployment, material consumption, and work front status.

- Support the planning team in updating construction schedules (Primavera/MS Project) and extract relevant data to reflect in MIS reports.

- Coordinate with site teams to obtain actual vs. planned progress updates, including milestone achievements, critical activity status, and pending approvals.

- Develop and maintain structured MIS trackers for material reconciliation, productivity metrics, subcontractor performance, and delay logs.

The Engineer – Planning – Site (Contract Administration) is responsible for integrating planning functions with contract administration to ensure that project execution aligns with contractual obligations. This role involves tracking deliverables, supporting variation claims, coordinating with internal and external stakeholders, and maintaining contractual records. It acts as a bridge between planning, commercial, and execution functions to ensure smooth project governance and risk mitigation.
- Coordinate with project planning and execution teams to map project milestones, deliverables, and timelines in line with contractual agreements.

- Assist in interpreting key contract provisions, such as milestones, liquidated damages (LD), time extensions, risk allocations, and variation clauses.

- Monitor the progress of work against contractual milestones and raise alerts on potential non-compliances, delays, or scope of changes.

- Support the preparation and submission of notices to clients regarding variations, delays, hindrances, or claims, as per contract conditions.
|
- Work closely with planning tools (Primavera/MS Project) to track critical paths, time impacts, and support preparation for delay analysis for extension of time (EOT) claims.

The Engineer – Planning – Site (Client Billing and Quantity Surveyor) is responsible for preparing, validating, and submitting client bills in accordance with contractual milestones and physical progress at site. The role also involves accurate quantity estimation, reconciliation, and documentation aligned with planning and execution timelines. It ensures seamless integration of progress monitoring with financial invoicing while supporting planning and commercial functions.
- Prepare monthly and milestone-based Running Account (RA) bills for submission to the client based on verified site progress, BOQs, and contract provisions.

- Coordinate with site execution teams to collect daily progress data, conduct physical measurement verification, and maintain updated measurement sheets.

- Review and interpret contractual billing clauses, milestone definitions, and item rate structures to ensure accurate and timely billing submissions.

- Assist in developing and updating the project’s billing plan linked with construction schedules, milestone timelines, and cash flow projections.
|
- Reconcile quantities between client-approved GFC drawings, BOQs, and site execution to avoid duplication or shortfall in billing.

The Team Member – Billing – Site is responsible for preparing and processing running and final bills for subcontractors and vendors, as well as assisting with client billing activities. The role ensures accurate quantity measurement, documentation, and certification of work done in alignment with contractual terms, specifications, and timelines. It supports the commercial and execution teams by maintaining billing records, coordinating with stakeholders, and ensuring timely approvals and disbursements.
- Collect daily progress data from execution teams and site measurement records to prepare interim and final bills for subcontractors and vendors.

- Verify the quantities executed at site against the BOQ and technical specifications, ensuring correct application of rates and billing terms.

- Prepare measurement sheets, joint measurement records (JMRs), and abstract sheets in coordination with the site execution and QA/QC teams.
|
- Assist in the preparation of client running account (RA) bills based on certified progress, contract terms, and milestone achievements.
|
- Coordinate with contracts and commercial teams to incorporate approved variation items, extra items, and change orders into the billing process.
