Job Purpose

The position is responsible for ensuring full compliance of regulatory finance matters for Circle/Cluster including AGR assessment and regulatory payments. Jobholder has to ensure timey filing of quarterly & annual returns with DoT along with all back up documentary proof and ensure assessment of the same with NIL financial exposure for the Circle/Cluster. The profile calls for the Jobholder to maintain effective and continuous liaison and co-ordination with different hierarchical levels in DoT and BSNL and also with non-Circle internal stakeholders ( Corporate Finance, SSC & Regulatory ) for all circle matters related to regulatory finance

Key Result Areas/Accountabilities

 

• Filing of Quarterly & Annual Returns with DoT along with all back up documentary proof required for assessment
• Timely completion of the quarterly AGR assessment with NIL exposure by regular visits to DoT office and explaining and correlating the backup documentation (including various certifications – AO, AG & IR - by Statutory Auditors) with returns filed.
• Timely and proper appeals – formal as well as informal – to higher DoT authorities against disallowances not justified by regulations.
• Provide timely feedback/inputs to Corporate Regulatory Finance for support and guidance for matters requiring appeal/liaising at DoT HQ and/or Industry level
• Avoid financial exposure by way of interest/penalty by ensuring that periodical regulatory payments by Circle are accounted for by DoT in proper and timely manner.
• Avoid blockage of non-funded bank finance limits by ensuring correct level of Bank Guarantees (BGs) with DoT and co-ordinate with Corporate Treasury for timely renewal and replacement of BGs to avoid encashment.
• Liaising with. BSNL for any Circle matters related to regulatory finance.
• Check Circle revenue under different segments and ensure correct representation the same in returns and availability of reconciliation of the same with Business reporting.
• Ensure ASR requirements for the circle as mandated by TRAI

 

Core Competencies, Knowledge, Experience

 

• Good understanding of the Telecom Regulations governing AGR Computation and assessment and other regulatory financial matters
• Good understanding of Telecom revenue accounting especially of those revenue components specifically governed by regulations and judicial pronouncements and the presentation of the revenue components in Quarterly & Annual Returns filed with DoT.
• High level liaising, co-ordination , communication and influencing skills with different hierarchical levels in Govt. Departments and non-Circle internal stakeholders ( Corporate Finance, SSC & Regulatory )
• Attention to details and working knowledge SAP & MS-Office

 

Must have technical / professional qualifications

M Com/ Inter CA/CA, preferably with Telecom experience > 5 years
