• Lead comprehensive PFM reforms and advisory across budget formulation, medium‑term fiscal frameworks, treasury and cash management, public investment management (PIM), and expenditure control systems for governments and multilateral development partners.
• Design and implement international‑standard PFM tools and frameworks, including the development of Government Audit Manuals, internal control frameworks, and alignment of country systems with global good practices such as PEFA, IMF Fiscal Transparency Code, and World Bank PFM guidelines.
• Provide high‑level advisory to senior government leadership and donor agencies, delivering macro‑fiscal analysis, public expenditure reviews, fiscal risk assessments, and evidence‑based policy recommendations to strengthen governance, accountability, and service‑delivery outcomes.
• Oversee multi-country and multi-stakeholder PFM programs, managing technical teams, coordinating with ministries, audit institutions, central finance agencies, and development partners to ensure timely delivery, capacity building, and successful institutionalization of PFM reforms.
