JOB DESCRIPTION – HR SENIOR EXECUTIVE / ASSISTANT MANAGER – HR
Packwell Papertube Industries (Registered Vendor – Ministry of Defence, Govt. of India)
Location: Rai Industrial Area, Sonipat (Haryana)
Salary Offered: ₹35,000 – ₹40,000 per month
1. Position Overview
The HR Senior Executive / Assistant Manager – HR will manage the entire employee lifecycle (Hire to Retire) for the Packwell manufacturing unit.
The role requires strong knowledge of plant HR operations, statutory compliance, labour laws, documentation for MoD vendor audits, and HR administration for a production-driven environment manufacturing ammunition containers, biodegradable paper products, laminated containers, paper cores, tubes, sleeves, and customized industrial paper solutions.
2. Key Responsibilities (Hire to Retire)
A. Talent Acquisition (Hiring)
Manpower planning with Production, QC, Maintenance & Operations teams.
End-to-end recruitment for factory roles: operators, supervisors, engineers, QA, logistics, admin, and support staff.
Conduct interviews, skill tests, background checks, and reference verification.
Issue offer letters, appointment letters, and onboarding kits.
Maintain recruitment MIS and manpower dashboards.
B. Onboarding & Induction
Conduct joining formalities, ID card creation, biometric registration.
Factory safety induction, HR policy briefing, and MoD‑compliance orientation.
Maintain personal files, service records, and digital HRIS entries.
Coordinate with departments for workstation readiness and training schedules.
C. Attendance, Leave & Time Office Management
Daily monitoring of biometric attendance for workers & staff.
Shift scheduling, overtime calculation, weekly off planning.
Maintain leave records, absenteeism reports, and discipline registers.
Ensure compliance with Factories Act working hours & shift rules.
D. Payroll Management
Prepare monthly payroll inputs: attendance, OT, deductions, incentives.
Coordinate with accounts for salary processing.
Manage full & final settlements, gratuity, bonus, leave encashment.
Maintain payroll MIS and statutory registers.
E. Statutory Compliance (Critical for MoD Vendor Factories)
Ensure 100% compliance with:
PF, ESI, LWF, Bonus Act, Gratuity Act
Factories Act, Minimum Wages Act, CLRA Act
Maternity Benefit Act, Sexual Harassment (POSH) Act
Maintain statutory registers:
Muster Roll, Wages Register, Overtime Register, Accident Register, Leave Register, Bonus Register, etc.
Handle inspections by:
Labour Department
Factory Inspector
PF/ESI authorities
Pollution Control Board
Fire & Safety Department
File monthly/quarterly/annual returns on time.
Manage contractor compliance: challans, wage sheets, ESIC/PF records.
F. HR Policies, SOPs & Documentation
Draft, update, and implement HR policies for factory operations.
Maintain SOPs for hiring, attendance, safety, grievance handling, and disciplinary actions.
Prepare documentation for Ministry of Defence audits, vendor assessments, and quality audits.
Maintain confidentiality and data integrity.
G. Employee Relations & Welfare
Address grievances of workers and staff.
Conduct counselling sessions, disciplinary meetings, and warning procedures.
Ensure workplace safety, hygiene, canteen, uniform, and welfare facilities.
Organize employee engagement activities, training, and awareness programs.
H. Training & Development
Identify skill gaps in production, QC, and maintenance teams.
Conduct safety training, skill enhancement, and behavioural training.
Maintain training calendars and evaluation reports.
I. Performance Management
Support annual appraisal process.
Maintain KRAs/KPIs for staff and supervisors.
Track performance issues and improvement plans.
J. Exit Management (Retire / Resign)
Conduct exit interviews and clearance procedures.
Process F&F settlement, PF transfer/withdrawal, gratuity, relieving letters.
Maintain attrition reports and retention strategies.
3. Additional Responsibilities (Specific to Packwell’s Industry)
For Ministry of Defence Vendor Compliance
Maintain employee records required for MoD audits.
Ensure labour compliance for ammunition container manufacturing.
Support documentation for quality, safety, and security protocols.
For Paper Tube & Industrial Packaging Manufacturing
Coordinate with production for manpower planning during peak orders.
Ensure compliance with safety norms for heavy machinery & paper processing units.
Manage shift workers, contract labour, and seasonal manpower.
4. Required Qualifications
MBA / PGDM in HR, or
Bachelor’s degree + Diploma in HR / Industrial Relations
Strong understanding of labour laws, factory HR, and statutory compliance.
5. Required Experience
3 to 6 years of experience in manufacturing / plant HR.
Experience in:
Time office management
Statutory compliance
Payroll coordination
Factory HR operations
Contractor management
Experience in paper industry / packaging / defence vendor units is a strong advantage.
6. Skills & Competencies
Strong knowledge of PF, ESI, Factory Act, CLRA, Bonus, Gratuity.
Excellent communication & documentation skills.
Ability to handle labour issues and maintain discipline.
Proficiency in MS Excel, HRIS, and payroll software.
Ability to coordinate with government authorities.
Problem-solving, negotiation, and people management skills.
7. Salary Structure (Sonipat – Rai Industrial Area)
Salary Range: ₹35,000 – ₹40,000 per month (CTC)
Suitable for:
HR Senior Executive (3–4 years exp)
Assistant Manager HR (4–6 years exp)
