- Analyze existing government schemes, rules, and processes affecting citizen service delivery; identify institutional and operational bottlenecks.
- Design and support implementation of governance reform measures, including workflow re-engineering, process simplification, and digitization initiatives.
- Develop and review government notes, cabinet memos, guidelines, and standard operating procedures related to service delivery improvements.
- Facilitate coordination between departments to ensure alignment with CMSDC priorities and timely implementation of decisions.
- Conduct comparative analysis of governance models and best practices from other states/countries and adapt them to the local context.
- Support the design and enhancement of grievance redressal systems, citizen charters, SLAs, and monitoring frameworks.
- Track implementation progress using data and field feedback; flag risks, propose corrective measures, and prepare status reports for senior leadership.
- Engage with departments, local bodies, and other stakeholders to build ownership of reforms and ensure smooth execution.
